Shorts size....eeerrrtt, wrong. Kids often can fit into their smaller sized bottoms again after they've been potty trained and no longer wear diapers.

When I was sevenTEEN, I was in hospital. I didn´t fit the huge undies they provided, so they got panties from the children´s ward: size 4 (for four year olds.)
