The girls, aged 8 and 11, arrived with their father, then stayed in an adjoining room while he was in the courtroom.
DCF filed an emergency motion and agency representatives said they wanted to have a plan in place if he is arrested and goes to jail.
Judge Lee A. Schreiber, however, said children cannot be removed based on speculation.
"In dependency court, there are two main findings that we must remain focused on," Schreiber said. "That is child safety measured against trauma of removal."
A Fort Myers-based attorney representing Teresa Sievers' mother and sister was also in the courtroom, and said after the hearing that the girls' grandmother and aunt want what is best for the children.
The attorney said her clients haven't decided if they'll attend Monday's hearing.
The frustration is palpable among Sievers' neighbors on Jarvis Road after Schreiber's ruling.
"They open the garage door and go right into that prison and then they leave," said Rick Mosher. "It doesn't make sense to me at all. I don't understand why they're still there."
Mark Sievers left the home shortly after noon on Friday, and, as of 6 p.m., had not returned
