An Arizona couple was arrested Wednesday and are facing several charges, including concealing human body parts and child abuse after firefighters responded to a fire at their home and discovered skeletal remains in the attic.

Just hours earlier, social workers from the Arizona Department of Child Safety removed two children -- ages 9 and 4 -- from the house.

Their removal occurred one week after officers from the Phoenix Police Department got a call from an 11-year-old girl who said she was home alone. The girl was removed from the house by social workers from the Arizona Department of Child Safety who suspected child abuse, police said.

On Wednesday, at around 2:07 p.m., firefighters descended on the house again after they were called about an ensuing blaze.

The children's father, Rafael Loera, attempted to stop authorities from coming in the house by telling them the flames were isolated to the fireplace, but the firefighters entered anyways, Phoenix fire Capt. Rob McDade told NBC News.

McDade added that if they had arrived at the scene five minutes later, the entire house would have been engulfed in flames, resulting in irreparable damage.

After putting out the flames, a department arson dog sniffed gasoline on the walls and floor, leading firefighters to the attic where they uncovered the human skeletal remains, McDade said.

Loera, 56, was arrested and charged with concealing human body parts, endangerment, child abuse and arson, police said. The mother, 50-year-old Maribel Loera, was arrested on suspicion of child abuse.

When firefighters first arrived at the scene Tuesday, they were greeted at the door by a man who told them the flames were just in the fireplace and that they didn't need to come inside, officials said.

"Firefighters knew that was obviously not the case," Phoenix fire Capt. Rob McDade told NBC News. "We ignored his pleas and made entry."

The parents, taken to the Maricopa County 4th Avenue Jail, had not been assigned or hired attorneys by early Wednesday afternoon, according to prosecutors.

“As you can imagine, this is a very complex investigation. What’s important to know is that the three children are safe," Phoenix police Sgt. Maggie Cox told reporters at the scene on Wednesday.

“You can only imagine the amount, the layers of investigation that are going on. There are so many interviews that are being done, evidence that’s being processed,” Cox said.

Skeletal remains found in the house of a Phoenix couple accused of abusing three children who had been removed from their custody belonged to another child who might have also been abused, a prosecutor said in court Wednesday.

The remains were found inside the house Tuesday night by firefighters after someone reported seeing smoke coming from the dwelling. The report came an hour after investigators from the Department of Child Safety had removed a 9-year-old boy and 4-year-old girl over child abuse allegations.

During his initial court appearance, prosecutor Sarah Corcoran said Rafael Loera confessed to setting the fire in an effort to end his life and burn the house down.

“He is alleged to have done nothing to prevent the abuse of the victims although he allegedly admitted that he knew that it was happening and he allegedly admitted that he left the victims in the care of the co-suspect knowing that the abuse was happening,” Corcoran said, adding that he confessed to hiding the corpse.

The Maricopa County Attorney’s Office also said Maribel Loera allegedly had about $4,800 cash in her purse and passports when the couple was arrested.

Bail was set at $200,000 cash for Maribel Loera. Prosecutors had requested $350,000.

ABC15 spoke to neighbors in the area, and most said they'd never seen any children at the house.

"I'm just really shocked. I've never seen any kids whatsoever there. I've talked to the guy a couple of times just walking my dogs and stuff. He seemed really really nice," said Tammy Nandin.

The Tolleson Union High School District confirmed to ABC15 Rafael is an employee of the school district. They said that he will no longer be allowed back at Sierra Linda High School, where students say he worked as a translator for Spanish speaking students and their parents.

We can't correlate the charges to the person we knew at that time," said one mother. "It’s very shocking. He was one of those figures that we looked up to."

The district sent a letter to parents saying in part, "Sierra Linda High School is committed to the safety and security of our students and staff. Therefore, it is imperative that we share the following information. We want to make you aware of the arrest of an employee on serious allegations that have already been shared via media outlets. The alleged crimes did not occur at Sierra Linda High School and the staff member will not return to the school. Of course, we are very troubled by this incident."

Priscilla Marquez, a woman claiming to be the biological mother of the 11-year-old girl, 9-year-old boy and the child whose remains were found, said the remains belong to her daughter, Charisma Marquez, who would be 13 years old if she were still alive.

She has since asked DCS to release Charisma's remains to her family so they may give her a proper burial. Marquez said she's not related to the 4-year-old girl.

Marquez has demanded answers and accountability from DCS as to how her child died two years ago without the agency's knowledge.

"How did you not know that they weren't going to school?" Marquez asked. "She disappeared from school? Did they go to school? Why wasn't there any kind of checkup on them randomly?"

Police believe Rafael allegedly started a fire in an attempt to kill himself, but a neighbor reported the blaze, according to the Republic. Ana's body was hidden within the drywall of the home.

One of the complaints involved the child whose remains were found in January 2020. In 2013, child-welfare investigators checked out a complaint about Charisma Marquez, whose foster parents took her to Phoenix Children's Hospital because the child, then 6, had a swollen right eye.

She said she got the injury while playing hide-and-seek at her daycare center. Although a Phoenix Children's doctor said the injury was not consistent with her story, neither Phoenix police nor Arizona Department of Child Safety investigators found any evidence of intentional abuse or neglect.

The reports indicated the foster parents, Maribel and Rafael Loera, took the proper precautions in bringing the child to the hospital and said they had been cooperative. The Loeras later adopted the child and changed her name to Ana.
