From an analytical point of view, the amount of 21 shots leads to a "raging murder" theory, indicating the murder him/herself was very angry and vengeful. A hired hitman routinely fire 1-3 well placed shots.
It could very well mean "raging murder", or it could also mean a unexperienced marksman who had to keep firing to get the right shot. Depending on what type of gun was used, some guns fire continuous shots. One thing is for sure, they kept shooting until they got the victims they wanted. If the boy was targeted as they say he was, I do think it's possible there is a connection to his biological parent. Perhaps whomever his bio mom shot had someone who wanted revenge. That is not to say his biological mom was involved, but maybe someone connected to her in some way was.
