I haven't been able to find any records of a Randolph Houser in LA that fits the given stats.

TY, @MigmuuHere is a newspaper article dated February 10, 1968 that details the circumstances: http://i.imgur.com/I4AAS68.jpg
Thanks, @Jake479It looks like NCMEC has done a facial reconstruction of him. https://www.namus.gov/api/CaseSets/NamUs/UnidentifiedPersons/Cases/16394/Images/70908/Original
This might be a case where it'll be better to direct all potential matches to NamUs rather than directly to LAPD.I wish the LAPD would be more receptive to inquiries about this JD but I can't say I'm shocked they aren't.
I just realized the census records for when he would be alive wouldn't be publicized yet, but you'd think there'd be some trace of him.I haven't been able to find any records of a Randolph Houser in LA that fits the given stats.
He looks like he was beaten too. He honestly looks 12-14.In the post-mortem picture he looks like a baby. Another kid's life cut short because of bad police training. It isn't new, this has been going on for decades. Why do we teach our police that they are above the law? To shoot to kill? They are judge jury and EXECUTIONER?? What was the worst that could happen, he'd get away and they wouldn't be able to charge him for the crime?! Instead they KILL HIM?? Just because he was breaking and entering doesn't mean he deserved TO DIE.
