Police arrested his grandmother, Dawn Diana Raines-Hewes, 51, whom they believe placed the boy in a bathtub and intentionally drowned him. Two other grandchildren who were in Raines-Hewes's care at the time – a 6-year-old girl and 1-year-old girl – were unharmed, police said.

A small shrine was erected in a Fairfield driveway to the 4-year-old boy who drowned in a bathtub, as his grandmother was set to be arraigned Thursday on murder charges in connection with his death.
A painting of Jesus, teddy bears, candles and flowers stood near the doorstep in the 1400 block of Jefferson Street, paying tribute to Richard Kite, identified by Fairfield police as the little boy who drowned on Tuesday morning inside the home. Efforts to speak to the boy's family were unsuccessful.

Drowning someone takes some time - even a small child. It is intentional. At some point, she had the ability to stop but purposely did not.

Judge John B. Ellis set the start of Raines-Hewes’ trial for July 10, 2017...

Police testified at the hearing that Raines-Hewes told officers after her arrest that she had grabbed her grandson by the neck in the bathroom as he sat in the bathtub and put his head sideways into the water and held his head in the water until he drowned.

A jury trial date for a Fairfield grandmother accused of intentionally drowning her 4-year-old grandson last year was set Tuesday in Solano County Superior Court.

Dawn D. Raines-Hewes, 52, who faces charges of murder and assault on a child, is scheduled to begin trial Sept. 11. She remains in Solano County Jail without bail.
