This is the California Masonic code, which these guys kept violating, so it's no wonder they thought they could do whatever they wanted:

For instance Hibler actually was required to not recognize David Henry as a Mason as soon as Henry started calling himself 'Grandmaster' where Henry acted in complete contravention to the California Mason's decision in starting his own lodge (which even if he had been officially allowed to start his own lodge, Henry still couldn't call himself Grandmaster as there's only one Grand Master in California). Also like starting a lodge you can't do that unilaterally and maintain good standing as Mason, you can't start a Masonic service bureau without going through the Grand Master either, which starting a service bureau is specifically managed through the Grand Secretary. There's just so many things these guys did in violation of the code that Hibler should have stopped, like Henry announcing Kiel's run for Senate while they're in their full Mason outfits presumably at a Mason meeting is total violation of the code, Henry selling his own Masonic jewelry, etc. I do think there's some mental health issues with the trio, but I do think it would have been a real wake-up call and could have potentially been nipped in the bud if Hibler had just done what he was supposed to have done and banned 'Grandmaster Henry X' and all those who recognized 'Grandmaster Henry X' from the legit lodge and Hibler definitely shouldn't have given his permission to the creation of the MFPD as he lacked the authority to grant that, which I think Hibler authorizing this only encouraged the trio's potential mental illness problems.
