''RCMP said in a news conference Wednesday that both men were arrested at a hotel in Richmond Hill on Monday, and were in the “advanced stages of planning a serious and violent attack in Toronto.”

''The alleged attack was going to target Toronto, an RCMP investigator said, though the exact nature of the threat falls under a publication ban. The investigator said there is no ongoing danger to residents of the city.''

Court documents filed in the Ontario Superior Court of Justice show the duo reside at the same address in Scarborough, an eastern suburb within Toronto. Both are Canadian citizens, according to the RCMP.

A charge sheet also alleges Ahmad Fouad Mostafa Eldidi committed an aggravated assault for the benefit of the Islamic State in 2015 somewhere outside of Canada.

Both men also face weapons charges for the possession of a machete and an axe.

The pair are currently being held in police custody, and another court appearance is scheduled for Thursday.''

“The West has become super-focused on great power competition, so counter-terrorism is kind of an afterthought, unfortunately,” said Clarke, a leading expert on ISIS.

Low-sophistication attacks have long been encouraged by ISIS, which a decade ago urged its followers to use knives and vehicles as weapons.

Canada has experienced eight attacks linked to ISIS since 2014, the year the terror group was formed and began calling for killings in Western countries.

Since then, ISIS followers have attacked a Toronto Canadian Tire, and shot a family at their Mississauga takeout restaurant, Chicken Land.

A woman was bludgeoned to death with a hammer on a Scarborough sidewalk in 2020, and a bus passenger was stabbed in Surrey, B.C., in April 2023.

A plot to attack Ottawa’s Jewish community, which resulted in the arrests of youths in December and February, was also allegedly linked to ISIS.''

News release
RCMP Federal Police have arrested a father and son on several terrorism related charges after receiving Attorney General consent to commence proceedings under s. 83 of the Criminal Code.
Threats to Canada's national security are a top investigational priority for the RCMP. This past weekend, GTA INSET arrested a father and son at a hotel in Richmond Hill, who were in the advanced stages of planning a serious, violent attack in Toronto. The RCMP are alleging that the accused knowingly facilitated terrorist activity in the Greater Toronto Area. There is no evidence to suggest that there is any remaining risk to the public.
Ahmed Eldidi (62) and Mostafa Eldidi (26) have each been charged with the following:
  • Participation in the activities of a terrorist group, contrary to Sec. 83.18 of the Criminal Code
  • Facilitating terrorist activity, contrary to Sec. 83.19 of the Criminal Code;
  • One count each of Possession of a weapon for dangerous purpose, contrary to Sec. 83.2 of the Criminal Code;
  • Conspiracy to commit murder, contrary to Sec. 83.27 of the Criminal Code.
In addition, Ahmed Eldidi faces an additional charge for:
  • Aggravated assault, contrary to Sec. 83.2 of the Criminal Code.
There is currently a section 517 publication ban in place. A section 517 publication ban prohibits the publication of any information, evidence, or representations made at or in anticipation of a bail hearing. Any bail conditions, reasons of the bail court, and any evidence or materials relied upon at the bail hearing are prohibited from disclosure.
Court for both Mostafa and Ahmed Eldidi has been scheduled for August 1, 2024 at 9AM (virtual).
GTA INSET would like to thank the Ministry of the Attorney General of Ontario, Public Prosecution Service of Canada, Canadian Security Intelligence Service, Toronto Police Service, the Canada Border Services Agency, Ontario Provincial Police, York Regional Police Service, Peel Regional Police Service, and Durham Regional Police Service for their collaboration on this successful investigation.''
I am very proud of the impressive team effort that made these arrests possible. I also want to thank our law enforcement partners in the INSET group for their invaluable assistance. The RCMP Federal Police take all threats to our national security very seriously. This was an imminent threat and we were able to prevent serious injuries or loss of life.
Assistant Commissioner Matt Peggs, Regional Commander for RCMP Federal Policing Central Region

''But two sources said the elder Eldidi had allegedly appeared in a June 2015 ISIS propaganda video in which he was shown dismembering a prisoner with a sword.

A video obtained by Global News that appears to match the one that resulted in the aggravated assault charge shows a prisoner wearing an orange jumpsuit, suspended from a pole in a desert.

A man wearing a black robe, whose face is visible in the video, then hacks at the prisoner’s limbs with a sword. It is unclear whether the victim was already dead when he was dismembered.''

''Canadian cops raided a hotel room this week to arrest a father and son who were in just hours away from carrying out a mass casualty event.

The duo had gone so far as to record a video showing them brandishing their weapons in front of an ISIS flag while explaining their intended actions.

The family members were named as Canadian citizens Ahmed Fouad Mostafa Eldidi, 62, Mostafa Eldidi, 26, were allegedly armed with an axe and a machete in the video. They were arrested on July 25.''

''Police say that their target was an unspecified location in Toronto. The hotel where they were taken into custody is located just 30 minutes drive from the downtown area.''
''The neighbors said that they had previously complained to the family about the amount of cameras set up in their backyard that appeared to be focused on the surrounding homes. ''

''The investigation that resulted in the arrests of two Toronto men accused of plotting an attack for ISIS began with a tip from France, sources have told Global News.

French authorities allegedly became aware of at least one of the suspects and notified Canada’s intelligence service.''

''The suspects were “in the advanced stages of planning a serious, violent attack in Toronto” when they were taken into custody at a hotel room north of the city, the RCMP said.''
