Quick Summary: July 31st, 2022: Around 2am, suspect Carl Roy Webb Boards II fired 36 rounds at Officer Noah Shanavez.
Officer Noah Shanavez was found still in his police vehicle, where he didn't even have time to unholster his gun.

An autopsy performed Aug. 1 determined Shahnavaz was killed by two gunshot wounds to the head and several gunshot wounds to the body.
"Based on the severe trauma to Officer Noah Shahnavaz's body, it is unclear of the number of times that he was shot,"

In their follow-up investigation Indiana State Police officials found that Boards called his parents and his girlfriend through FaceTime on Sunday as he was fleeing law enforcement.

Carl Webb Boards had previously shot at police in 2006.

On July 31, 2022, at approximately 2 AM, Officer Noah Shahnavaz of the Elwood, Indiana Police Department conducted a traffic stop on a white Buick Lacrosse with Indiana license plate CTS565 near the intersection of State Road 37 and County Road 1100 North. According to the affidavit, Shahnavaz’s last radio transmission indicated that the driver "had a gun."
Law enforcement responding to the fatal shooting found the 24-year-old officer with multiple bullet wounds inside his patrol car and 36 rifle casings lying on the road. Shahnavaz's gun remained holstered. His patrol vehicle had damage consistent with gunfire to the hood, windshield, and driver's door. Despite life-saving measures performed by responding officers, Officer Shahnavaz was transported by helicopter to St. Vincent Hospital in Indianapolis, where he was pronounced dead with two gunshot wounds to the head and several others to his body.

The Chase​

Following the shooting, information regarding the suspect's vehicle was dispatched to surrounding law enforcement agencies. At approximately 2:25 AM, Deputy Jared Wilcox of the Hamilton County Sheriff's Department, stationed in a nearby church parking lot, received the alert. He observed the white Buick Lacrosse traveling southbound on IN-37 and initiated a pursuit after confirming the license plate matched the suspect’s vehicle.
  • Despite multiple attempts by law enforcement to stop the vehicle, including the use of tire deflation devices and Precision Immobilization Techniques (PIT), the suspect continued to flee at high speeds.
  • The pursuit ended on I-69 in Fishers, Hamilton County, where Carl Roy Webb Boards II was taken into custody without incident. During the arrest, a 9mm handgun was found on his person, and an AK-47-style rifle with a high-capacity magazine was observed in the vehicle.

Criminal History​

Carl Roy Webb Boards II has a significant criminal history, including:
  • 1999: Conviction for battery with a deadly weapon.
  • 2001: Conviction for possession of a firearm by a serious violent felon.
  • 2006 Incident Overview:
    • In 2006, Boards led Indianapolis police on a chase and fired seven shots at officers using a .40-caliber handgun.
    • Officers managed to stop Boards' Chevrolet Suburban using a PIT maneuver on the Kessler bridge over I-65 near 38th Street.
    • Inside the vehicle, officers found a Taurus .40-caliber semi-automatic handgun, an AK-47-style rifle with a loaded drum magazine, a box of .40-caliber ammunition, and two magazines for the rifle that were taped together. Eight ecstasy pills were also found in Boards' front pants pocket.
    • Boards was charged with attempted murder and other crimes but was found not guilty of attempted murder by a Marion County jury. He was convicted of criminal recklessness and other charges and sentenced to 25 years in prison. Boards was released in 2019 due to state regulations allowing credit for good behavior.
  • 2007: Convictions for criminal recklessness, resisting law enforcement, possession of a firearm by a serious violent felon, and carrying a handgun without a license.

Autopsy Results​

An autopsy performed on August 1, 2022, determined that Officer Shahnavaz died from two gunshot wounds to the head and several to the body. Due to the severe trauma, the exact number of gunshot wounds was unclear. His death was ruled a homicide.

Intellectual Disability Claim​

On July 31, 2023, a stretch of State Road 37 was renamed in honor of Officer Noah Shahnavaz, marking one year since his death. The "Officer Noah Jacob Shahnavaz Memorial Mile" is a one-mile stretch along SR 37, south of the SR 13 intersection, displaying a memorial marker in Shahnavaz's name. A plaque purchased by the Elwood Police Department is also on display outside City Hall in his honor.
  • Ceremony: A ceremony was held outside Elwood City Hall, where the community celebrated Noah's life and officially renamed the area.
  • Community Support: Indiana Senator Mike Gaskill emphasized the community's love and commitment to remembering Noah's sacrifice.


IMO / Need more info before confirming: I remember reading before.. That it is suspected that Boards drove to Elwood and intentionally was speeding, thus, planning; and wanting to kill an officer on this date.
Elwood is a very small town, and if you're from 'round here; you know- Go just a few miles over the speed limit and you'll be pulled over.
If anyone can find this, or how he had claimed in the past that he was seeking to kill an officer in 2006- please post below. My brain is tired for the day.
