I wonder if the tote played a big role because it was caught on video, but then PF no longer had it when it came time for the investigation (speculation)....or he still had it and there was some minute piece of evidence of KB left behind inside.
 
How could LE miss something that CB found?! smh

IMO, on the initial search of Kelsey's apartment, it wasn't apparent that any crime had been committed. I would say that her apartment appeared to look normal and not as though something violent happened, nothing jumped out at them as being suspicious. On the other hand, CB knew something was wrong and most likely her motherly instincts went into a full-blown inspection leading to the blood finding.
