The U.S. Embassy in Ankara informs U.S. citizens that, as recent attacks in Istanbul, Dhaka, and Nice and elsewhere have demonstrated, the threat of terrorist activity (including attacks by firearms, explosives, vehicular assault, or other means, as well as kidnapping) remains elevated in many countries including Turkey. According to the State Department’s Turkey Travel Warning, Westerners in Turkey have been explicitly targeted, and the Embassy advises U.S. citizens to be mindful of the potential for danger in crowded public access areas and those frequented by tourists. Attacks in Turkey and other countries may come at any time without advanced warning.
GENEVA (19 July 2016) – “In times of crisis, respect for human rights and fundamental freedoms is more essential than ever,” today said a group of United Nations experts* calling on the Turkish Government to abide by its international human rights obligations when dealing with the aftermath of the military coup attempt.
“Constitutional order will only be fully re-established if the separation of powers and the rule of law are upheld,” stated the UN experts, while condemning in the strongest terms the recent events in which over 230 people have reportedly lost their lives.
Within hours of the failed coup attempt, the Turkish High Council for Judges and Prosecutors suspended a reported 2,745 judges and prosecutors of their functions. Hundreds of arrest warrants have allegedly been issued, resulting so far in the arrest of possibly up to 755 judges and prosecutors, including two judges of the Constitutional Court.
“We are particularly alarmed at the sheer number of judges and prosecutors who have reportedly been suspended and arrested since Saturday,” the experts stressed. “According to international law, judges can be suspended or removed only on serious grounds of misconduct or incompetence after fair proceedings.”
“We call on the authorities to release and reinstate these judges and prosecutors until credible allegations of wrong doing are properly investigated and evidenced. Any sanctions taken must be in line with international standards on judicial independence,” the experts added.
ISTANBUL (AP) Military school cadets who were arrested following the failed coup in Turkey were unwitting participants because their commanders told them they would be attending a "surprise party" for the new head of the academy, relatives of the youths said Friday.
Standing outside the juvenile detention facility in the Istanbul suburb of Maltepe, families of about 60 cadets called on authorities to release them and put their commanders on trial instead.
The cadets were rounded up after daybreak Saturday from outside the Kuleli Military High School, one of Turkey's largest and most prestigious academies, as the rebellion by a faction of the military fell apart.
The families said they have not been able to see the youths since their arrest, and neither have their lawyers. An official complaint was filed Thursday against the commanders by the relatives.
Lawyers say 62 cadets are accused of attempting to overthrow the government, but no official charge sheet has been released yet.
The father added: "A 13- or 14-year-old can't be a traitor."
"According to the Direction for Military Intelligence (DRM) in Paris, each week, about 100 foreigners continue to cross Turkey into Syria to join Islamic State," Le Figaro reported, citing sources.
The defense ministry did not immediately comment on the report.
Amid a state of emergency, 45 newspapers, 16 television stations and three news agencies have been closed, state-run news agency Anadolu said Wednesday.
Anadolu said nearly 1,700 soldiers -- including 87 generals -- have been fired.
In total, Turkey has closed about 130 media and publishing outlets, Anadolu said.
Some 7,000 armed police with heavy vehicles have surrounded and blocked the Incirlik air base in Adana used by NATO forces, already restricted in the aftermath of a failed coup. Unconfirmed reports say troops were sent to deal with a new coup attempt.
"The attitude of many countries and their officials over the coup attempt in Turkey is shameful in the name of democracy," Erdogan told hundreds of supporters at the presidential palace in Ankara.
"Any country and any leader who does not worry about the life of Turkish people and our democracy as much as they worry about the fate of coupists are not our friends," said Erdogan, who narrowly escaped capture and perhaps death on the night of the coup.
The statements come in response to US National Intelligence Director James Clapper’s statement on Thursday that the purges were harming the fight against Daesh in Syria and Iraq by stripping away key Turkish officers who had worked closely with the United States.
Comments made at Erdogan’s rally on Friday follow remarks made earlier in the day blasting four-star US General and CENTCOM commander Joseph Votel for criticizing Turkey’s post-coup attempt purge saying "Who are you? Know your place." Erdogan went on to hint once more that the United States planned the failed government overthrow bid.
"My people know who is behind this scheme… they know who the superior intelligence behind it is, and with these statements you are revealing yourselves, you are giving yourselves away."

TURKISH citizens and police have surrounded the Incirlik air base it operates with the United States and where a large stockpile of NATO nuclear weapons is held ahead of a visit by a senior US official tomorrow.
A delegation of lawmakers representing Turkey’s three main political parties met with U.S. Department of Justice officials Monday and will go to the Department of Homeland Security and the State Department later this week. They are demanding the extradition of Fethullah Gulen, a former ally turned rival of President Recep Tayyip Erdogan, who has lived in rural Pennsylvania since the late 1990s.
