“I sat with one woman who had just lost her husband and her little baby boy, didn’t know what to do,” the president said.

“I sat with another family that lost almost the entire family, cousins, brothers, sisters. And to watch them, and they’re praying and pleading and God let there be a miracle.”

He said he told the families that “we’re here for you as one nation, as one nation. And that’s the message we communicated.”

The official said that Mr. Biden stayed in the room until everyone who wanted to talk with him had the opportunity.

“For him to take his time like he’s taking right now just walking around and talking to every single family, it’s just an amazing act and we appreciate it very much. It’s comforting for us,” Mr. de Moura said.

“There was something for the first time I’m seeing: consolation,” said Rabbi Hadar.

As for plans to demolish the rest of the structure, officials said those decisions take time because they have to evaluate the conditions at the site and plan everything out so it doesn’t disrupt the momentum of first responders.

“Best case scenario, we’re looking at weeks before we can determine what that definitive timeline is going to be,” said Nacheman

''Work resumed shortly before 5 p.m. after the site was evaluated by structural engineers, Cava said, describing firefighters as "really, really excited out there."

"We will continue to search feverishly, as we have done all along in the parts of the collapse that we currently have access to," she said.

Scott Nacheman, a FEMA structures specialist, said operations were paused after sensors detected movement. It was later determined that the building itself had not moved, but there was movement in the debris pile below and in debris on the building "of significant size," Nacheman said Thursday.

Nacheman said additional sensors were added to the site.

"Right now, we're in a position where we feel it is safe to continue operations. We've done so, and monitoring will continue indefinitely until the operations are complete," he said.''

Hired to haul debris from a demolition project, Mr. Haar was one of three survivors of the 1997 collapse of the Biscayne Kennel Club, a dog track near Miami that caved while being wrecked by an unlicensed, uninsured and unregistered subcontractor.

“Everyone started throwing blame around: the owners, the city,” said Mr. Haar, who worked for a demolition company at the site. “It was a very difficult situation.”

The building collapse that killed two men is back in the news after it emerged that a city inspector who conducted multiple site visits during the doomed demolition was Ross Prieto, the chief building official in Surfside, Fla., who told residents of Champlain Towers South that their building appeared to be sound nearly three years before its deadly collapse last week.
