Megan Emerick would probably be a rule out by LE based on the time period. She went missing from Alaska July 7 1973 and Ginger was found in Aug 1973 near to complete skeletal so she'd been there at least 6 months probably over a year.
The NCMEC poster says "deceased for at least one month, but could have been as long as year." So the timeline might just fit if Hansen was telling the truth about not killing her. He didn't take any of his other victims out of the area, it seems. And the resemblance is pretty strong.
