D/S C. Johnson responded to the location at 17:16, provided scene security, and completed a log of persons who entered the scene. Hardy Dymmek then provided a sworn written statement and consented to search.
Crime Analyst Supervisor D. Sita was contacted at 14:30 to respond to the American Classic Charter School at 2395 Hickory Tree Rd and was tasked with identifying areas of interest to search based on tips and video footage. At 16:05 witness Thomas Carris advised he possibly sighted the suspect vehicle, a silver sedan, on 2024-02-26 at maybe around 13:20. He saw the vehicle pull off Hickory Tree Rd and made eye contact with a subject wearing a black shirt and green backward hat and holding a tire iron while standing near the vehicle. The witness identified on a map the location he saw the subject and shared photos he took of the spot that day. Sup. Sita also reviewed video taken from 4085 Malawi Trl, Saint Cloud, and found a possible match to the suspect vehicle traveling north on Hickory Tree Rd. 13:56-14:05.
Sgt. Swan responded to 5670 Hickory Tree Road, Saint Cloud, at 16:28, where a witness (Thomas Carris) reported possibly seeing a suspect in a missing person case. Sgt. Swan knew the property owner, Hardy Dymmek, who then came to the scene and gave them consent to search. Sgt. Swan and Captain Mingione walked the property, entering from the West side. At the south side of the gate there is a line of bamboo trees, and Capt. Mingione observed blue jeans a few feet into the bamboo tree line. They then observed a body wearing a green hooded sweatshirt and blue jeans which was covered by pieces of hay/dry grass and had flies on it. They then secured the scene.

Comments (as interpreted by compiler): 17:46:42 a lot of media headed toward Old Hickory Tree Rd. 18:26:43 Caller Dory said her husband Michael Ball was at the Circle K on Friars Cove and Canoe Creek Rd. on 2024-02-25 or 2025-02-26 and the suspect (SS) opened the door for him. The back left hubcap of his vehicle was missing. 19:05:24 Caller (William Ciaramelli) believes he saw a man with a flat left rear tire on his silver sedan on 2024-02-26 between 09:00 and 10:00. Caller said he and his wife passed again around 14:15-15:15 and the male was still at the location, at which point a young red-headed male was parked behind him and helping him change the tire. Caller was positive the male was SS. 20:10:20 Former parent in Osceola County advised that local schools would call parents/guardians when students would not show up to school. 20:15:50 Manager of 2121 Old Hickory Tree Rd. advised he has video footage that shows Old Hickory Tree in the background that he could provide.

29-31Detective Maira Tagler's 2024-02-27 interview of SS.
SS resides in North Port but visits Kissimme to spend time with [redacted-JS] and [redacted-MS]. On 2024-02-25 at about 20:45, he arrived at [redacted-Venetian Bay Villages residence]. [Redacted-JS] was still at work, so he directed [redacted-MS] to get ready for bed. When [redacted-JS] arrived, she said she wanted to sleep in and directed SS and [redacted-MS] to sleep upstairs in the guest bedroom. He and [redacted-MS] woke up at about 07:00 or 07:15 the next morning for an "early start" so they could get breakfast at McDonalds. They left at between 07:30-07:45 toward the McDonald's at 14001 Town Loop Boulevard, Orlando. [Redacted-MS] slept on the drive. Once near the McDonald's, [redacted-MS] said she no longer wanted it so they headed toward the school, and SS dropped her off on near the community south of the State Road 417 overpass between 08:20-08:40 because she was going through a "phase" and embarassed of his vehicle. [Redacted-MS] said she was going to hang out with her friends. They exchanged "I love yous" as goodbye and he watched her walk toward the direction of the school and rummage through her backpack. On a map, SS identified the sidewalk at the intersection of Lilac Cove Ln. and Town Loop Blvd. as the location he dropped her off. He said he had dropped her off 5 or 6 times and it was common for her to ask to be dropped off near the school. She was wearing a hoodie.
He said he did not pull into the McDonald's plaza, but made a U-turn at the church parking lot at 13502 Town Loop Blvd because he was hungry and wanted to convince her to get McDonald's. [Redacted-MS] said she just wanted to go to school, so they turned back around. SS stated he is bad with maps and uses landmarks to get to the school instead of street names. SS asked [redacted-MS] if it was okay to drop her off that early and she said yes and she wanted to wait for her friends.
After dropping her off he want to the vape shop which was not yet open, so he returned to the residence at about 10:00. He hung out with [redacted-JS] and went back to the vape shop around an hour later. He returned at about 11:00 and hung out with [redacted-JS]. Det. Tagler asked if he was sure [redacted-JS] was home the first time (at 10:00) to which he stated he thought so but was not sure because she had a blood appointment at some point during the day, and said "Sorry, everything is a blur." He believed [redacted-JS] was home because she was trying to sleep in as much as she could because of her work schedule.
He stated the eSmoker Online Vape Shop at 13651 Hunters Oak Dr., Orlando is only about a 10 minute drive, and he went there at about 11, then returned to the home until about 12:45. He went to run errands around US-192. [Redacted-JS] told SS she wanted to make a BJ's Wholesale Club list and wants SS to pick [redacted-MS] with her. He said he visited Coliseum of Comics and some Target locations, and was going to go to House Rules Games on Oak St. and US-192, but did not make it there because he got a flat tire on US-192, at which point he pulled into one of the plazas. He said he had not changed a tire for 10 years to made mistakes and pinned his thumb. [Redacted-JS] went to pick up [redacted-MS] without him and SS called to apologize profusely for not being back in time. He went back to the residence and tidied as he waited for them to get home.
[Redacted-JS] contacted SS to inform him [redacted-MS] did not come out of school. SS began calling [redacted]'s family to tell them to be on the lookout. SS said [redacted-MS] and [redacted-JS] both have ADHD and so it was not unusual for [redacted-MS] to forget her phone. SS said she was normally on medication for ADHD but had not taken it the prior week because she was at her grandparent's residence most of the week. He said he had come to Kissimmee to help because [redacted-JS]'s hours had changed at work.
SS again confirmed he took a U-turn at the church to see if [redacted-MS] wanted McDonald's. He stated that (despite being so early and having "time to kill") they did not go anywhere else. He further explained his movements around John Young Pkwy and adds that he gave [redacted-MS] a cheese Danish he had from the home. He said he had Google Maps but was not using it at the time, and Det. Tagler asked to look at the map on his phone. He allowed this and handed Det. Tagler the phone, and again confirmed his route dropping [redacted-MS] off. He said the school bell usually rings at 09:15 and he had dropped her off earlier than usual. SS allowed Det. Tagler to review his Google History. Det. Tagler noted he did not have recorded travel consistent with the driving he said he'd done on 2024-02-26 and 2024-02-27.
SS said [redacted-MS] had her school laptop and a black backpack with greyish hibiscus flowers. He said [redacted-MS] was very dependent on them and was unlikely to run away, and that she had been tested previously and showed signs of being on the Autism spectrum, but had conflicted diagnoses on Autism. SS said he returned to the area (Kissimmee?) to assist [redacted] on 2025-02-25 at around 20:30 and he and [redacted-MS] waited for [redacted-JS] to get home.
Det. Tagler asked where SS and [redacted-JS] looked for [redacted-MS] and he stated they stayed local. He believed they did not drive anywhere and that [redacted]'s family was driving around. He did not recall driving anywhere 2024-02-26 because he was on so many tranquilizers and "socked out on Ativan at that point because he was a wreck". He stated he hadn't needed to take Ativan for a while but took it to get to sleep because he had been crying and having panic attacks. He stated he was trying his best to help with the timeline of events but was not a morning person. Det. Acosta had SS confirm his accounts of his path that morning and then asked why his vehicle was seen traveling southbound, in the direction of Kissimmee. SS said he had forgotten his gate clicker and drove back to the residence, going through the front gate and using his parking pass to grab the gate clicker, and he provided the wrong times because he wasn't a morning. He did this before dropping [redacted-MS] off because they had "plenty of time to kill" and because he liked entering the complex through the back gate (with the clicker) because sometimes the front gate was busy and had a long line. He confirms surveillance footage of the complex would show him entering the front gate with [redacted-MS] in the front seat.
SS told Det. Acosta that [redacted-MS] called him her "bonus dad," that she had been very excited for him to visit, that they had a very strong bond and knew nothing but love in the household, that she was doing well in school, and that he was proud of her and her singing. SS unlocked his phone again for Det. Tagler and said he did not have his phone when he dropped off [redacted-MS] or went to the smoke shop the first time (before 10) but did the second time (at 11). SS stated that 2024-02-26 while updating his "new phone" he accidentally did a factory reset at some point while he was hanging out with [redacted-JS].
Det. Tagler and Det. Acosta then reviewed surveillance footage of the front and rear gates of the (Venetian Bay Villages) complex. At 0750 a male in a red shirt left the complex in a 2010 silver Lincoln MKZ with a female wearing a green sweater in the front seat. The female was upright and it appeared her head was slumped over to her left side. At 08:19 a male wearing a red shirt entered the front gate in the silver Lincoln with a passenger in a green sweater slumped over in the front seat. At 08:31 the silver Lincoln MKZ left through the rear gate with the male in the red shirt and female in the passenger seat. "
32-33Detective Maira Tagler's 2024-02-27 interview [redacted-JS].
[Redacted-JS] confirmed that she had a new job and asked [redacted-MS] and SS to sleep upstairs on 2024-02-25. [Redacted-MS]'s birthday occured on 2024-02-25 from 15:00 to an unknown time, and she did not attend because she was at work. [Redacted-JS]'s sister dropped [redacted-MS] off at home at about 20:30 and she thought SS arrived shortly after that. SS told [redacted-JS] that [redacted-MS had taken her nighttime medication and was taking a shower and getting ready for bed. [Redacted-JS] arrived home at 22:30 and sent SS and [redacted-MS] to bed at 23:00, where they slept in bedroom #4. When asked about the sleeping arrangements, [redacted-JS] said she would sometimes send them upstairs when she really needed a good night's sleep, sometimes they would all sleep together in the king-sized bed, and other times SS would sleep upstairs and [redacted-JS] and [redacted-MS] would sleep together, all depending on everyone's schedule the next day.
[Redacted-JS] believed she woke up 2024-02-26 between 08:00 and 08:15 when SS came in the room to put the leash on the dog, which she got up to help with. She heard people in the kitchen and believed [redacted-MS] had gone downstairs to get ready for school. [Redacted-MS] had a makeshift room in the living room that contained a bed, but she never slept there. [Redacted-JS] confirmed she did not visually observe [redacted-MS] that morning and said she heard people in the kitchen but wasn't sure if it was [redacted-MS] specifically. The last time she physically saw [redacted-MS] was 2024-02-25 at 23:00 when she sent her to bed. [Redacted-JS] got out of bed at about 09:00 and left the residence at about 09:20 for a doctor's appointment at 10:15. She returned home around 11:00-11:15 and believed SS was home at this time. She said they chatted for a bit and she asked him "what happened?" because he had called her around 10;18 to let her know they did not go to McDonald's. According to [redacted], SS and [redacted-MS] planned to leave early and have a special breakfast before [redacted-MS] got dropped off early. SS said [redacted-MS] was very sleepy on the way to school and just wanted to get dropped off and not get breakfast. SS said he had left his phone at home and went to the vape shop, but left after they did not open on time. SS went back to the vape shop after hanging out with [redacted-JS] for a little while. [Redacted-JS] then asked if Det. Tagler wanted the name of the vape shop which would be helpful if Det. Tagler wanted to look at surveillance.
[Redacted-JS] stated she normally left her residence for school pick-up at 14:30, and she wanted about an hour before the bell rang for [redacted-MS] to get out. [Redacted-JS] noticed [redacted-MS] was not one of the first to come out like she usually was, and waited until she realized she was holding up the parent line and drove away at about 16:10. She didn't know if [redacted-MS] knew she would be picking her up, so she drove to [redacted-grandma]'s workplace and looked for her on the way there as well. [Redacted-Grandma] advised it would be too early for [redacted-MS] to arrive if she was walking, and [redacted-JS] parked on Hunters Park Ln to see if she would see [redacted-MS] walking. At 16:30, [redacted-JS] went back to [redacted-grandma]'s office who confirmed [redacted-MS] was not there. [Redacted-JS] contacted [redacted-MS]'s friend who informed her that [redacted-MS] had not gone to 1st or 2nd period and wasn't in school . [Redacted-JS] emailed a few of her teachers and one replied and said [redacted-MS] was not in his class or school that day. [Redacted-JS] then contacted 911.
[Redacted-JS] stated it was common for [redacted-MS] to forget her phone because she has ADHD, is forgetful, and loses track of time. She said after talking to [redacted-MS's friend], she went to the school to check [redacted-MS]'s attendance, but it was closed so she went back to [redacted-grandma]'s office. SS then joined at the office and they waited for LE to arrive, and did not return home until they were done speaking with the police. [Redacted-JS] said she took [redacted-MS]'s phone with her to the school which is usually does when she forgets her phone at home. [Redacted-JS] tried to go through the phone but was in a panic and gave it to her sister and niece who did not see anything weird. Det. Tagler asked where they looked for [redacted-MS] and she stated they looked in the Hunters Creek area and returned home at 20:00 or 21:00. She said SS went back out in the middle of the night in her vehicle.
Det. Tagler then informed [redacted-JS] the residence was going to be secured and everyone would need to stay elsewhere, and SS's car would be towed for processing.
33-34Detective Maira Tagler's 2024-02-28 interview of SS.
SS gave consent to download the contents of his phone and provided his phone. Digital forensics noted a lot of communication between SS and [redacted-MS], and SS said he was like a stepfather and [redacted-MS] thinks of him as a dad. He said when he Facetimed [redacted-MS] he would speak to both [redacted-MS] and [redacted-JS]. SS believed he had factory reset his phone before he went to the smoke shop but wasn't sure. He had been ignoring a push notification but eventually it took him to a system page to update and had a weird option about reinstalling everything. He was not paying attention and after starting the update, the phone reset.
SS said when he was returning to get his key fob/gate clicker for the complex, he parked, ran inside to grab it, got back in the car, then left for his "morning mission". After he dropped [redacted-MS] off at 08:40, he drove directly to the smok shop and waited 5-10 minutes for them to open. He did not recall stopping anywhere between she smoke shop and home. Det. Tagler said his vehicle was seen heading south again at 10:00 and asked what he head done between 08:40 and 10:00, and he said he had been "cruising around a little bit". He was asked to explain the 1h20m gap and said he didn't know what to say, he was in no rush, he hadn't gone anywhere in particular, but he went home after the smoke shop. SS said his residence was 15-20 minutes from the smoke shop and when reminded he originally said 10 minutes, he said time was not a strong suit of his. He said the smoke shop opened at 10:00 and he did not think it would be open when he arrived (after leaving the school at 08:40), but had hoped he would get there early enough for them to open, and arrived 15-20 minutes before they opened. He said he waited a few minutes after 10:00 and left when they didn't open. Det. Acosta said SS's vehicle was heading south on John Young Pkwy at 10:00, and SS said his vehicle was parked in front of the business. Det. Tagler asked how SS was at the smoke shop at 10:00 when it was only a 10-minute drive from where he dropped [redacted-MS] off, and SS said he hadn't taken any particular route to get there. SS was asked if he had memory issues and he stated he has ADHD, did not have his phone on him, and thought there was a clock in the car but wasn't sure because it wasn't his car. SS stated [redacted-MS] did not go inside to get the key fob/gate clicker with him because she was asleep.
Det. Tagler asked SS about his flat tire, and he said he was drawing a blank about specific nearby businesses, and only recalled pulling into a plaza. He said he was driving toward John Young Pkwy and US-192. He went to Target on US-192 near Walmart and was going to House of Cards but got the flat somewhere before Oak St. He believed he returned home at about 14:35. He said his brain did not work properly because he had ADHD.
SS was wearing a blue shirt during the interview. "In the videos from earlier in the day, Stephan was observed wearing a red shirt. Stephan stated he had not changed clothes since the previous morning and did not believe he had showered either." Det. Tagler took pictures of SS's hands and noticed he had a significant scar on the top part of his right wrist and minor scratches on the top of his left hand.
"On February 28, 2024, at approximately 0100 hours, I left [redacted-MS]'s residence. Officers of the Kissimmee Police Department stayed on scene and assured nobody re-entered the residence." (Compiler's note: It is unclear if the timing of this quote means that this interview occured on 2024-02-28 before 01:00, meaning for SS's perspective this would be the same "day" as 2024-02-27, and the videos from earlier in the day would be videos taken 2024-02-27.)
35-36Incident report written 2024-03-04 by Detective Maira Tagler (continued). Silver Lincoln MKZ 1YLL82 was towed and Orange County Sheriff's Office Digital Forensics Unit begain processing SS's cell phone. 2024-02-28 several orders were authored including: [redacted] on [redacted-MS]'s social media; a search warrant on the Lincoln; tracking orders on vehicles 1YLL82, NVJS91, IN49T1; a search warrant on [redacted-JS]'s residence; a search warrant on [redacted-MS]'s Discord account; Google search warrant on email address [redacted] and; an Infotainment System search warrant on the Lincoln's GPS. It was also discovered that [redacted-JS]'s vehivle had been driven 2024-02-27 between 03:27 and 04:25 around US-192 and 2024-02-28 between 04:42 and 10:55 between US-19s and southwest to North Port, Florida.
SS's phone was successfully downloaded the morning of 2024-02-28 and Sergeant D. Stamenic advised CSAM was located on the phone which, upon review, showed [redacted-MS] being orally, vaginally, and anally penetrated with a penis and posing nude. Investigators readily identified the background of these photos as [redacted-Venetian Bay Villages residence]. A black mark was also observed on the shaft of a penis in a photo. A search warrant was served and then executed at the residence on 2024-02-28 at 08:00, and items matching those in the CSAM were collected. Early afternoon of 2024-02-28, members of [redacted-JS]'s family requested to travel to the Sheriff's planned press conference. SS and [redacted-JS] were offered rides and agreed to be driven separately. Upon their arrival, Detective Corporal Illgen, Detective Morris, and Detective Tagler made contact with [redacted-JS]. (This contact is detailed starting pg. 338).
While interviewing [redacted-JS], investigators located a video of SS discarding something in the trash compactor of the apartment complex on 2024-02-26 at 07:35. A female wearing a green sweater can be seen in the front passenger seat of the vehicle, slumped over with her mouth ajar. SS was also seen throwing a tire into the compactor (the time of this action is not specified, but a description is at pg. 58). The Orange County Sheriff's Office Forensics Unit was subsequently able to locate the intact tread of a tire which matched the tread pattern of the rear passenger tire of SS's vehicle. A white trash bag was located nearby that contained a black backpack with a purple Hawaiian print and a white Croc. The backpack contained an Orange County Public School computer with [redacted-MS]'s name on it (more in pg. 65).
Detective Corporal Illgen and Detective Morris conducted an interview of SS. (This contact is detailed starting pg. 338.) Evidence was then collected from SS's person (incuding photographs), and a black mark on his penis consistent with the mark seen in the CSAM was identified. SS was then "taken into custoy for the arrest warrant authored by detectives with the Kissimme Police Department for sexual battery (familial/custodial authority) and Possession of Material Sexual Performance by a Child." [Redacted-JS]'s vehicle was also towed into custody.
2024-02-29 Orange County Sheriff's Office continued to assist Kissimmee PD with canvassing and search efforts. 2024-02-29 a search warrant for [redacted-JS]'s vehicle was authored and served. 2024-03-01 Detective Leonard Jones responded to Holiday Inn Club Vacations where surveillance footage was found (see pg. 85). 2024-03-01 Kissimmee PD put out a bulleting requesting information from the public and received a tip stating she had observed a male changing a tire and directed them to the location. Investigators then located a body which was confirmed to be of [redacted-MS]. Det. Tagler had [redacted-MS] removed from NCIC/FCIC as missing 19:16.

41-49Orange County Sheriff's Office report written by Detective Julie Junco. Det. Junco responded to the residence on 2024-02-28 at 07:38 and supported scene security. Detectives had been informed of evidence of SS sexually abusing [redacted-MS] at the residence. At 09:54, [redacted-MS]'s aunt and grandfather approached detectives, requesting an update. They had already been interviewed and did not have additional information to provide. They were visibly emotional and [redacted-MS's aunt] said she did not believe [redacted-MS] would run away, and they said they did not know of any reason she would be upset. They did not believe she had been in contact with any family members.
Execution of Search Warrant. At 11:30, Det. Junco assisted with the search of Room #4 and located a black backpack containing a bottle of "So-low lotion" in it. The back of the bottle identified the product as "masturbation cream," which was photographed and collected. At 11:50, Det. Junco, Detective Leonardo Sauri, and Detective Matthew Chiang made spoke on the phone with Detectives Tagler and Kyle Cole, and were shown images of presumably SS sexually abusing [redacted-MS] for the purpose of collecting relevant evidence. Some of the items seen in the photographs were identified in a downstairs area described as [redacted-MS]'s room, which is the living room sectioned off from the kitchen/dining room with a folding room divider. At 13:45, Det. Junco requested the apartment complex security manager notify her when video surveillance was ready, which was ultimately communicated with other OCSO detectives.
After Kissimmee PD interviewed SS, Det. Junco assisted with the collection of evidence from SS's person and identified a black mark on SS's penis that was also visible in some of the CSAM located on his phone. While examining the CSAM, Det. Junco also located a photo 20220722_041546.jpg in which SS's face is visible and his tongue is on (presumably) [redacted-MS]'s nipple. On 2024-02-29 Det. Junco gathered information on the trash collection procedures at the complex. On 2024-03-01, Det. Junco responded to 9400 Southpark Center Loop Orlando, where large bones were located and identified as non-human. Footage taken at 2405 Commerce Park Dr., Orlando was located which showed SS's vehicle.

Additional video at this time shows the female, believed to be [redacted-MS], in the same position as the prior video. Footage at 08:31 shows the female in the same position. Difficulties with the cameras prevented Det. Fischer from obtaining further video of the vehicle entering or exiting the back gate, and the silver Lincoln was not filmed coming through the front gate between 08:30 and 16:40. At 16:35, multiple cameras show SS arriving at the trash compactor in the silver Lincoln sedan, wearing a blue shirt and dark colored hat worn backwards. SS walks to the compactor and opens the door, returns to his vehicle, then removes a damaged tire (appears to be a tire tread with no walls) and throws it into the compactor. Det. Fischer additionally collected visitor logs for 2024-02-26.

They didn't recall her returning from school Monday or Tuesday and believed they last saw her Saturday or Sunday walking the dog, which was notable because [redacted-JS] usually walked the dog. "On Monday night, Barbara looked through her window and observed three people at [redacted]'s door, one of them was an adult male, one an adult female, and she was unsure of the third one. Barbara saw one of them high someone. It caught Barbara's eye, because ethe family does not have many visitors." Det. Rembis-Licari additionally reviewed surveillance footage from the fumster areas and front gates, which included a security guard who was later interviewed making contact with SS on the morning of 2024-02-26.

Chiang authored a search warrant for the residence of [redacted-MS] (presumably Venetian Bay Villages). Det. Chiang reviewed footage from Orange County and Osceola County traffic cams of a silver Lincoln sedan IYLL82 registered to SS's father but primarily used by SS and received additional information from Kissimmee PD about the vehicle's movements in Saint Cloud and Osceola County. On 2024-02-28 Det. Chiang participated in the search of [redacted-MS's residence] and collected evidence that matched clothing and bedding seen in photos from SS's phone that appeared to depict SS having intercourse with [redacted-MS]. Det. Chiang was advised of photos on SS's phone that appeared to record SS's roommate [redacted] in secret, and Det. Chiang was able to recreate those photos by placing SS's cell phone under the crack of the roommate's bedroom door. Redactions make this not entirely clear, but it appears this took place at Venetian Bay Villages (and is referred to in the report as "Stephan's apartment"). Det. Chiang reviewed the Google Drive Search Warrant return and observed multiple photographs that were also found on SS's cell phone.

Suveillance footage showed a silver 2010 Lincoln MKZ 1YLL82 passing Hickory Tree Elementary School on 2355 Old Hickory Tree Rd., Saint Cloud twice on 2024-02-26: at 13:12 driving south toward Nolte Rd. and 14:17 driving north toward I-192. Savelli located a black car tire later deemed irrelvant to the investigation, and identified surveillance cameras in the area that footage was collected from. On 2024-02-28 at 20:30, Savelli observed the 2022 Nissan sedan being towed from Townplace Suites at Flamingo Crossings to the Orange County Sheriff's Office.
2024-02-29 Interview with Mariely Alejandro. Mariely worked with SS at Disney and said they were intimate around December 2022 to May 2023. He told her he was separated from his girlfriend [redacted-JS] but still slept at her residence and in the bed with [redacted-MS]. He said he needed to cuddle with her so she could fall asleep. She recalled a conversation where he told her he had woken up with an erection while in bed with [redacted-MS] and had to turn around in the bed. She felt the comments were inappropriate and ceased contact with him.

She said [redacted-JS] threatened to kick her out and she did not like her father. A 12 y/o mentioned that [redacted-MS]'s best friends had said she wanted to run away at 13 and build a house in the woods. A 13 y/o said she was [redacted-MS]'s best friend and that she and her mother would frequently fight. She described both [redacted-MS] and her mother as bipolar and said she stopped taking her ADHD medication in February. At this point, [redacted-JS] had previously been shown photos of SS's penis for identification, and [redacted-JS] "did not want believe [redacted-MS] and Stephan were engaged in sexual activity." "[Redacts-JS] asked to see the image of Stephan and [redacted-MS]. I pulled out a printed picture from Stephan's Google Drive that showed [redacted-MS] with Stephan's penis in her mouth. [Redacted-JS] said she didn't recognize anything in the picture, as if she was in denial. However, she became visibly upset." Officer Morris then contacted SS, who was asleep in an interview room. SS was Mirandized and agreed to speak to investigators. SS explained the sleeping arrangements in the home, stating: [redacted-JS] and [redacted-MS] typically sleep together in [redacted]'s bed; [redacted] wanted all of them (including SS) to sleep in the same bed when he returned from being away for several months and; [redacted-MS] always needed human contact ("snuggling") when going to sleep. When asked about [redacted-MS] being sexually active, SS said there was an incident with a phone/camera when she was much younger that she was not scolded for. SS confirmed: he gave consent for his phone to be searched; he had a Google account; he sometimes saved photos to that account and; he had pictures of him and [redacted-MS] saved to that account. When questioned further about the pictures saved to the account, SS requested an attorney, at which point he was arrested for sexual battery and possession of CSAM. Officer Morris also describes images/videos he reviewed from SS's Google account, described in the next line.

[Redacted-JS] last saw [redacted-MS] on 2024-02-25 at about 23:00 inside the home when she was going to bed. All three were originally going to sleep in [redacted]'s bed, but [redacted-JS] was very tired because of her new job and SS was going to get [redacted-MS] ready for school the next morning, so [redacted-JS] sent the two of them to a guest bedroom. SS moved out in December 2023 after he was offered a job by his father, which fell through, so he is trying to move back. Since moving out, SS has come to visit two or three times, usually for a few days, and will sleep in the guest bedroom upstairs while [redacted-MS] and [redacted-JS] sleep together downstairs. SS planned to stay for a week this time, and arrived either 2024-02-24 or the morning of 2024-02-25. On the morning of 2024-02-26, [redacted-JS] was woken up by SS taking their dog for a walk at 7 or 8, and fell asleep shortly after. She did not actually hear [redacted-MS] specifically getting ready, as there are two roommates also in the home. She woke up again at about 09:00, at which point SS had not returned from school drop off, and left for an appointment at 09:30. SS called her at 10:18 and said he'd returned home from some errands, and said he'd originally planned to take [redacted-MS] to McDonald's but she did not want to go so he took her straight to school. He then went to a smoke shop which was not yet open, so he returned to the home at about 10:00 before leaving again to go to the smoke shop. [Redacted-JS] returned home at about 11:15, at which point SS had returned home. [Redacted-JS] was at home until leaving to pick [redacted-MS] up from school at 14:30. At about 16:00, she waited 10 minutes for [redacted-MS], who never came out of the school. She did not remember if she informed [redacted-MS] that she would be picking her up, so she drove to grandma's office because [redacted-MS] would sometimes walk there adter school if [redacted-JS] was at work. [Redacted-MS] was not there, so [redacted-JS] then looked for her in the area and did not see her, so she called [redacted-MS]'s best friend who informed her that [redacted-MS] had not gone to school, which was then confirmed by other friends/teachers. At this point, [redacted-JS] called 911.
[Redacted-JS] typically takes [redacted-MS] to school no later than 08:50. SS has on one or two occasions taken her to school, but prefers he drop her off away from the school (near the church) because his vehicle (Lincoln MKZ) is unattractive. [Redacted-MS] has no history of running away or leaving the home when angry. [Redacted-JS] does not recall any arguments that may have caused her to run away, says she was happy after her birthday party, and says the last time she was in trouble was weeks ago but [redacted-JS] does not recall the reason. [Redacted-JS] went through [redacted-MS]'s phone and found texts stating she was going to leave when she turned 18, that [redacted] was acting crazy, and that [redacted] was going to send [redacted] to her father's home. Her biological father, [redacted-Tyler], is [redacted], communicates with her sometimes by phone, does not frequently see her, and is not very involved in her life.
[Redacted-MS] is diagnosed with ADHD and is known to be forgetful, including forgetting her phone at home on 2024-02-26. She functions at the level of a normal 13 y/o and has not complained about anything at school, but is always behind on schoolwork. SS informed [redacted-JS] that [redacted-MS] has a crush on a boy in her class. [Redacted-JS] does not think [redacted-MS] would run away and believes she was involuntarily taken. She said it wasn't abnormal for [redacted-MS] to sit in the parking lot after school, but does not know why she would stand in the parking lot instead of walking to school in the morning.
Detective Francis Hunt's additional interview with [redacted-JS] 2024-02-27 at 20:04. Det. Hunt presented a still photograph from the surveillance footage taken at the church. [Redacted-JS] did not recognize the vehicle in the image but said the individual could possibly be [redacted-MS] based on clothing. [Redacted-JS] stated [redacted-MS] used to go hiking, but has not mentioned wanting to live in the woods, and the comment seen in the text message about living in the woods may have stemmed from [redacted] talking to [redacted-MS] about the possibility of World War III with the current situation in the Middle East in the weeks prior to this incident. [Redacted-JS] reaffirmed her prior account of events, inccluding that SS was not home when she woke up at 09:00 on 2024-02-26, and that she called him multiple times. He returned her call at about 10:00 and informed her he had left his phone at home. She returned at about 11:15, at which point SS was also home.
Detective Francis Hunt's additional interview with [redacted-JS] 2024-02-28 at 15:02 during transport from a hotel to the sheriff's office. [Redacted-JS] referred to [redacted-MS] in the past tense "several times". She said it was not common practice to allow SS and [redacted-MS] to sleep in the same room unsupervised, but she did not have any suspicion of anything inappropriate. She used to be hypervigilant, but now allows them to be alone because they get along well.
873-874Detective Francis Hunt's interviews of SS. 2024-02-27 at 12:05. SS lives with [redacted-JS] and [redacted-MS], but splits his time between there and the North Port home of his parents, who he says are elderly and need help with their daily care. He arrived this time on 2024-02-24 or 2024-02-25. The last time he saw [redacted-MS] was the morning of 2024-02-26 between 08:25 and 08:40 while dropping her off along a stretch of road across from the church on Town Loop Boulevard, which he did so she could walk with her friends and not be seen in his car. SS did not typically take [redacted-MS] to school, but did so this day so that [redacted-JS] could sleep. After he dropped her off, he saw her walking toward school, but he left his phone at home and was unsure of the exact time he dropped her off. He then went to a smoke shop, which was closed, so he returned home at about 10:15 and spent time with [redacted-likely JS, as roommates are usually named as such in these documents] who had just woken up. He left the home for the smoke shop at about 11:00, then returned. [Redacted-JS] wanted to take a nap, so SS left again to run errands, during which he got a flat tire near US-192 between 12:00 and 14:00. Because of this, he was not able to join [redacted-JS] in picking up [redacted-MS], as they would have had to leave by.
He couldn't think of cause for [redacted-MS] to run away and said she was very happy because she, [redacted-JS], and SS were all together, as well as very excited from her birthday party. [redacted-MS] slept in the upstairs guest bedroom with SS at about 23:00 on 2024-02-25, and they woke up the next morning at about 07:00. He saw [redacted-JS] in her bedroom as he was getting ready, and he and [redacted-MS] left between 07:30 and 07:45. When they arrived at the drop off location, SS asked if [redacted-MS] wanted him to wait with her because of how early they arrived, but she wanted to walk with friends. SS said [redacted-MS] had no recent trouble, but could get agitated because of hormones, and was diagnosed with ADHD so tended to be forgetful. On 2024-02-26, she forgot her phone at home, which wasn't uncommon.
2024-02-27 at 23:00. Det. Hunt asked SS what stores he went to during his errands before incurring a flat tire. SS said he went to Target and was in the vicinity of a game shop (House Rules) near the intersection of US-192 and Oak St. in Kissimmee, but could not name other stores he went to. He stated he did not go in to House Rules because of the flat tire, and could not specifically identify where he got the flat tire.

She last saw [redacted-MS] on the night of 2024-02-25 at her home, where [redacted-MS]'s birthday party was located. She believed [redacted-JS] and SS broke up in December 2023, when he moved out of the home, and that he may have come back for [redacted-MS]'s birthday. SS has taken [redacted-MS] to school in the past and dropped her off at a nearby apartment complex named Urbana. [redacted-MS] has never run away in the past. One year ago, [redacted-MS] was upset after an argument with her mother and called [redacted]. She was walking around the neighborhood due to being angry, and returned to the home after [redacted] told her to. [Redacted-grandma] did not have any articulable concerns for SS or [redacted], but said she does not like SS.

SS "was staying in the home for approximately six months; however, he moved out of the home three to four months prior." [Redacted-roommate] did not see SS until the afternoon of 2024-02-26 and does not believe he arrived at the home until the night of 2024-02-25. She did not share any concerns about activities in the home but said [redacted] sometimes has trouble regulating her emotions.

2024-02-29 at 13:18. MS's science teacher reported [redacted-MS] is quiet, reserved, often loses focus, and frequently states she is not feeling well and has to go to the nurse. She had to change science periods to an issue with another class in the beginning of the year, and since then has only turned in one or two assignments. On 2024-01-22 [redacted-teacher] noticed [redacted-MS] had been more tired since moving to the sixth period science class, so she sent a message to [redacted-JS] who attributed it to [redacted-MS] not taking her medication that day. [Redacted-teacher] noted the tiredness extended beyond that day (but it is not clear if this was shared to JS or only clarified to the detective). [Redacted-MS] has not made suicidal comments or threatened others.
2024-02-29 at 13:53. MS's math teacher said [redacted-MS] is known to lose focus, frequently has to be reminded to pay attention, is very quiet and reserved, and is normally receptive to redirection. In the week prior to her disappearance, [redacted-MS] appeared to be more easily agitated and retorted with a negative attitude when redirected. [Redacted-MS] had previously expressed being upset and asking to see the school counselor, but did not reveal why she was upset. [Redacted-MS] did not seem sad or depressed, has not made suicidal statements, and has not expressed a desire to hurt anyone.
876Detective Francis Hunt noted several inconsistencies during his investigation: [redacted-JS] initially stated to Deputy Joseph she last saw [redacted-MS] on the morning of 2024-02-26 getting ready at 08:00, but in Det. Hunt's interview said she last saw [redacted-MS] on the night of 2024-02-25 at 23:00, and only possibly heard her the next morning; SS said he was at the home 2024-02-26 at 10:00 and spent time with [redacted-JS] who was just waking up, but [redacted-JS] said she had left the home by 09:30 and SS called her at 10:00; SS said he dropped [redacted-MS] off near [redacted] but cameras in the area do not show SS there; SS stated he and [redacted-MS] woke up around 07:00 and left by 07:45, but [redacted-roommate] said she did not see them that morning and was also awake and leaving by 07:45; SS said he went to House Rules, but a review of license plate readers show he was not in that area in the hours he provided but was in Saint Cloud and; license plate readers also show SS's vehicle driving in the opposite direction of [redacted] during the time he claimed to be dropping [redacted-MS] off at school.
After initial follow up, the investigation was turned over to OSCO Sex Crimes and assigned to Detective Maira Tagler. It was later determined that crimes were committed at the home in Kissimmee, and the investigation was turned over to Kissimmee PD.

880-883Orange County Sheriff's Office incident report from Deputy Franky Joseph who responded 2024-2-26 at 19:48 to a report of a missing juvenile (this was written as 2023, but is presumably a typo). The step-parent said he dropped his daughter off at school but she was not there when the mother went there. They searched within the neighborhood and places where the daughter may have gone. They provided a location where the daughter may have gone, which yielded negative results when deputies checked.
Upon arrival on the scene, Dep. Joseph spoke with [redacted-JS] who gave verbal and sworn written testimony that on 2023-02-26 at 08:00, she observed [redacted-MS] getting dressed, then SS took her to school and dropped her off at about 08:30. [Redacted-JS] went to pick [redacted-MS] up at school at 16:00 and discovered she did not make it to school. [Redacted-JS] looked through the neighborhoods near teh school and went to her mother's business office. Dep. Joseph later spoke to SS who gave verbal and sworn written testimony that he dropped [redacted-MS] off about a block from school at 08:25-08:40. He saw her walk toward the direction of school and could see her appear to be searching through her book bag. He then attempted to go to a vape shop that was not yet open, so he went home. He was there for about an hour, then left again to go to the vape store and run errands. He returned home and remained at approximately 14:30.
Dep. Joseph had a deputy go to [redacted-grandma's house] and another contact [redacted-possibly a roommate] to see if [redacted-MS] "made her way back to her mother's home", but both yielded negative results. Dep. Joseph canvassed the area SS said he dropped [redacted-MS] off, and reviewed a video taken from Peach Church on 2024-02-26 which showed a juvenile in the parking lot from 08:40 to 08:58. A K9 unit performed a track at the last known location [redacted-MS] was seen and behan a track which yielded negative results. [Redacted] stated that [redacted-MS] is diagnosed with Autism and ADHD, and takes Adderall. [Redacted-MS] was last seen wearing a green hoodie, black shorts, and white crocs.

Jospeh photographed and collected the white t-shirt, and collected footage from a stealth camera in the area, which shows 10-second clips of people and deer activating the camera.

The affidavit contains a claim of probable cause including: a license plate reader captured SS's vehicle driving away from the school at 08:10; two factory resets were performed on SS's phone 2024-02-26; images were on the phone of [redacted-MS] engaging in sexual intercourse with SS; [redacted-JS] was shown part of the photographs and confirmed her daughter was the female and SS was the male and; SS lied regarding his whereabouts on the morning of 2024-02-26. Also a search warrant inventory and receipt form which was not filled out.
