I'm going to assume for now that's a cellphone in his hand but, he sure whips it out like it's a butterfly knife. Everything is exaggerated by him, all the motions and dress. Then another cell ??? that lights up in a back pocket of a thin long raincoat.

A few assumptions for me, it's a guy that has two cellphones.

A knife is what his actions reminded me of too. I couldnt think of what it reminded me of until I saw your post. The way he flips it open fast reminded me of the way you can flip open a knife and make it lock open for some knives.

And it appears to be rather long object in one part of the video near the end where he begins to walk away from the camera. And the way he kind of held it close to his chest as if to hide it reminded me of someone trying to hide a weapon.

So a knife is a possibility I think. The only thing though is he begins to stare at what looks to be a cellphone as he is walking away too. So maybe he had both objects. A knife and a cellphone and then maybe a gun could have still been in his pocket.

Its really bizarre his actions and the way he walks like he owns the street.

I do think LE needs to find the person on this video.

THE WALK.
Just saw this post. I thought the walk was unusual, as well. A swagger?
Drugs?

He has a confidence about him and watch how he grabs his phone too with a flick of his wrist. Definitely a young person, I would say male.

He definitely walks like he owns the road. He is probably a resident of the area or a previous resident. If he is covering a certain bus route, he may have a beef with the driver of that route and is letting them know he will be killing his/her passengers.

In the video he appears to be walking east on Frierson from N 13th st.

Can anyone who lives in the area confirm if the area where Monica Hoffa was killed is on the same bus route as the other two murders? And if the murders are connected with the bus, diverting the bus route will only move the murders to a different area and expose more people who have to walk further.

No sketch of the potential suspect. Even though we view a grainy video, the police my be able to focus in on his face with special equipment. Was his face covered? Even with just the eyes showing, they can get a sketch of the shape of the suspects eyes. Didn't one article say that police saw a man running away from one of the murder scenes?

Yes, supposedly a man was seen running away. But the person on the vid has also been described as a witness.

Just noting the date and the number #9 bus and wondering if the perp has some hangup with the number 9 and or 1?
fwiw. speculation.

Tampa police are investigating the three suspicious deaths that happened on Oct. 9, Oct. 11 and Oct. 19.

HART has also shared bus surveillance video and police officers are monitoring the route and bus stops.

All three shooting victims were bus riders, police and acquaintances said. Mitchell was found dead at a Route 9 bus stop on 15th Street and Naiboa was killed while walking north on 15th, as he was believed to be trying to catch a bus, police said.

If the person is a "witness" why have they not come forward. And the fact that they are so covered up and the police describe a similar person makes me think this is the suspect.

It almost seems like he/she is dragging their right foot.

First post here, hello all. Thought I'd add my 2 cents in. Could possibly have had or has scoliosis. I've had it for years, and the "corrective" surgery makes me walk in a similar fashion. Wild idea, but who knows?

I think the POI is a male but I'm not sure about age or race. The way he strides and looks down at his phone... a woman walking alone in a dark alley like that would keep her head up and be looking around as she walked*, especially passing by cars and bushes. Do we know what time the person was walking?

The way he's dressed and striding so confidently down the middle of the road is definitely creepy. I think he's likely their suspect even if they're not saying it yet.

*Unless she is a serial killer, but I still think male.

Monica probably rode the MetroRapid 400:

The other 2 victims rode the Number 9 bus:

Not sure if these connect somewhere but I bet they do.
There is a convenience store near Nebraska and New Orleans where Monica was gunned down.

Also a school of sorts called The Skills Center.

Would be nice if they had cameras.

If the person hasn't come forward I'm guessing it's because they are too scared. It's interesting that LE has never linked the person on the vid to the person seen running away. I did read that the person running away was described as an AA male, dressed in a black jacket, but as I cannot find the source it should be a "rumor"...

Police have been searching for the killer for 16 days now. A grainy, black and white surveillance video of a person walking in a hooded sweatshirt near one of the crime scenes has been shown to the public, hoping tips from the video will lead them to the shooter.

Many wonder if the deaths are the work of a serial killer.
“I have avoided that because there’s a stereotype associated with serial killers. What do I mean by that?” Interim Tampa Police Chief Brian Dugan told ABC Action News. “I hear serial killer I think of Ted Bundy. But here’s the problem. … It may not be a white person, it may not be a male it could be a black person, maybe a female. How do we know there’s not two stepbrothers living in a house and they’re doing it together. So let's not let labels and stereotypes box our vision in and we miss whats right in front of us.”

Mitchell was killed on Oct. 9, Hoffa two days later and Naiboa on Oct. 19. Police believe their shootings are related but random. The only connection between them is they all rode the county bus.

“I’ve never seen anything like this, really to tell you the truth, there’s no rhyme or reason,” Sgt. Robert Fannin with the Tampa Police Department told ABC Action News.
At a community meeting with law enforcement and city officials Monday, several people were seen wearing white ribbons in memory of the three lives lost since Oct. 9, FOX 13 reported.

“It's a little way to show unity and to show people that we are always thinking about this,” Brian Frey, president of the Hampton Terrace Community Association, told FOX 13.

Frey and Susan Lane, or “NaNa Susan” as she’s known in the community where she’s lived her whole life, put the ribbons together and passed them out at the meeting.

Each of the ribbons has the letters “M,” “A,” and “B” on them, standing for the first names of the three victims, according to FOX 13.
