Is it possible that he ran away while he was transferred from Tallahassee to East Palatka?
There are to prisons in East Palatka: Putnam county jail and Putnam correctional institution.

There are certain details that I find interesting. Although we don't have a description of his clothing, the boots are similar to those used by inmates. This UID had his right ear pierced and if you look closer to Ricky's photograph, it appears his right ear is pierced too.
However, this UID was wearing an earring and I'm not sure if Ricky would have, as he was in jail.
I really think there should be more details. We don't know how he escaped, how long he had been in jail, if he escaped during a transfer or not.
