A man who died nearly 30 years ago has been positively identified thanks to the help of new Federal Bureau of Investigation technology.
“In this case, we have a new tool that allows us to resize the fingerprints a little to be more accurate how it would have been the size before they perished“
So he was identified via fingerprints. This means that he had been arrested, or in the army?

Could potentially be the Steven Shelton born in Dec 1967 and living in Atlanta, would have been 29 when he died, which is in line with picture.
That Steven resided in Dekalb in 2007 10 years after he died

The only one I saw that I thought might match was in Oklahoma. Records drop off for him in the mid-nineties.
