I believe that there was never a Jeff... Somebody knows the truth... And, that person feels guilty for remaining quiet but is afraid to come forward.

Is the farm still in operation? I did a quick search but couldn't find anything with that name.
Was the farm even searched? It is possible that this Jeff person was made up and Tim never made it off of the farm that day.

The theory of the family that was murdered so that he would not reveal the illicit activities of the farm is very plausible. A young boy who perhaps had aspirations for the future. Sometimes you find out things at work that it is better to keep quiet about.

It's possible. It seems he was mentally disabled.

He was not that mentally disabled. I went to school with him, and he could hold a conversation just like anyone else.
