Yeah. Not. No one needs to make an elaborate plan to frame a "Hispanic" for a crime. This is people inserting themselves into a situation for benefit. A "U" Visa is issued to people who are testifying about a crime. This Visa is basically a "get out of jail" free card, and have a pathway to getting a legal permanent residence card, with all criminal records waived. My assumption is that these folks are in jail, and on a pathway to being sent back to their country of origin after their sentence is completed. Here, is a ticket out of that plan.

Wiki states U Visa is only for victims of crime, not, buried deep in law books, it has a small waiver for cooperating witnesses as well.
