A masked gunman appears to be targeting random victims in Chicago as there have been two fatal shootings in the city's Rogers Park neighborhood in just two days.

The first victim, Douglass Watts, 73, was walking his dog when he was approached and shot to death. After shooting the victim, the masked assailant fled into an alley.

The second victim, Eliyahu Moscowitz, 24, was shot in the head Monday night in Loyola Park. He was pronounced dead at the scene.

On Tuesday, Chicago Police announced that matching shell casings link the two shootings. "This means both shootings came from the same gun and likely the same suspect."

The Jewish United Fund is offering a $10,000 reward for information that leads police to the person who fatally shot two men in Rogers Park over the past week.

Police said they’ve saturated the area with additional officers. Forty detectives are now devoted to the investigation and the FBI and the ATF are assisting.

A community meeting was held Thursday evening and police said they have no doubt the suspect lives in the area where the killings occurred. They said he may kill again and said if anyone thinks their approach to the situation is too aggressive, they are not apologizing.

There were some questions over whether the shootings could be hate crimes. Police said that it is possible, but right now, they do not believe it is probable.

"Police on Wednesday released surveillance video of the suspect, in the clearest images yet of the man.

The suspect — wearing a black track suit, with sunglasses, a hat and scarf obscuring most of his face — is seen walking on the sidewalk and running through an alley after the first attack on Sunday. Police described him as having a slim build."
"First Deputy Superintendent Anthony Riccio said investigators believe the gunman lives in Rogers Park. He said the suspect was captured on video walking to the scene of the first shooting, and said he walks with his feet slightly pointed out."

"Somebody in this room probably knows who he is," Riccio said. "He walks to the bus stop, walks to the store. He doesn't live under a rock."

Residents at the meeting fired questions at police officials, at times growing frustrated with the lack of answers. They questioned whether the shootings could be considered hate crimes because one victim, the elderly man, was gay, and the other was an Orthodox Jewish man. One man asked whether the killings could be a gang initiation."

Residents of a neighborhood on Chicago’s North Side are living in fear, hoping that $18,000 in reward money can help solve two brazen killings on their normally safe streets.

Investigators believe the same man is behind both slayings — the victims were killed by the same gun and in the same manner — and that the suspect lives in the Rogers Park neighborhood or somewhere nearby.

“Both shootings came from the same gun and likely the same suspect,” Chicago Police Superintendent Eddie Johnson said. “There is nothing on our end right now that points to these two people actually knowing each other.”

Video shows the alleged assailant, clad in dark clothing with his face obscured, jogging down an alley with his hands stuffed in his jacket pockets. The footage of the man reveals little, aside from his curious gait. Authorities noted that the suspect walks with his feet pointed outward.

Witnesses described the suspect as a black man with a slight build, Chicago police said.

The next night, about a half-mile away from where Watts was killed, 24-year-old Eliyahu Moscowitz was on a walking path in Loyola Park when he, too, was shot in the head, police said. Witnesses who heard the gunfire rushed to the scene and found Moscowitz face down on the path.

Neither man’s wallets or cell phones were taken. Some residents worry that because Watts was gay and Moscowitz was Jewish that the killings could be hate crimes.

Forty detectives have been assigned to the case, and a large number of officers and teams have been assigned to patrol Rogers Park, Chicago police spokesman Michael Carroll said.

Tactical officers from the city’s gang and drug units have been brought in, and the FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives are assisting in the probe.

$21K reward offered for information on Rogers Park shootings

Investigators are hoping that $21,000 in reward money will help them solve two brazen murders on Chicago's North Side.

The Bureau of Alcohol, Tobacco, and Firearms announced an additional $5,000 reward Saturday for information connected to two fatal shootings that happened in Rogers Park earlier this week.

The Rogers Park Builders Group added $5,000 to a $10,00 offered by the Jewish Federation of Metropolitan Chicago and $1,000 from the Cook County Crime Stoppers.​

Surely with the video footage this will not take long to solve. Until then, the people of Chicago must be terrified.
May they find the suspect soon, and live in relative peace again.
Those men were just doing what they had to do that day -- What are other people who need to walk their dogs going to do? Walking to the El, or going to get/drop-off their children at school, going to/from work, the grocery or drug stores, doctor/dentist office, catching a cab, going to a gym, going to get a slice of that Chicago pizza, going to church/temple/mosque, going to visit their elder parents, etc, etc?

Damm, some people are just sick, sick, sick.
 
How would the perp have known Watts was gay?
I can see why a man being Jewish might be identifiable based on attire.
I guess it's possible but it seems more random unless more victims point to a pattern.
(Aside from white males thus far.)

I was concerned there would be another shooting Sunday the 7th but it looks like there was not.
Other shootings in the area in the interim have been deemed unrelated.

I do hope they've sent out a mass mailing/email to all orthopedic medical professionals in the state. Maybe all medical professionals in general.
I'm guessing that there are NOT that many males that fit this description.
There are so many shootings in Chicago that I'm concerned this may not be very big news there with only 2 victims. I hope the word is spreading so someone will recognize this guy.

I do hope if someone knows a male who is not black that has a duck walk, they don't hesitate to call that in as well. It is certainly possible that he's using something to conceal his skin tone with what little skin is showing.

I think the gait is the least likely to be faked successfully.

Orthopedic surgeon Dr. Mark Klion dubbed the suspect’s wide gait and “duck walk” as “unique to the individual.”
 
Well, we thought the distinctive gait would solve Missy Bevers' murder, also, but we're still waiting. IIRC, a physical therapist provided a great deal of insight into the perpetrator's gait fault. I could point out some of the problems -- because I have them as well.

Re: running especially -- is the person in the video wearing his pants "sagging?" Might explain some of the gait.

Wish that doctor would be more informative....
 
Two murders in the span of about 36 hours within 6 blocks of each other. Police have tested the bullets, they're from the same gun. Robbery does not appear to be motive, victims appear random. First victim shot at 10:05 AM on 9/30, second victim shot at 10:20 PM the next day (10/1).
