Because he was head of Records and Operations he would almost have to help. His job wouldn't give him a choice. He probably kept most of the books not associated with evidence. Evidence inventory was Lt. Norriss's purview.
Why would he be ASKED to help, if that was part of his job? Since he reportedly was staying with the PD through September, his duties hadn't changed, had they? JMO

I never did understand who asked him stay.
I initially thought it was Behan which would put the extension before the reason for the inventory audit. But if was the town then they must have known he was leaving to ask him to stay. So did he tell them he was leaving?
I wonder if he threatened to leave when his good friend Behan was suspended and they asked him to stay because that would have meant the Chief and head of Operations were gone at once and that would be very difficult for the PD.
So they might have said they "needed" him to help with the transition.

When do internal investigations get squashed and external entities hired with additional expense? that is more public through meeting notes and expenditure registers?I don't understand what they are doing that they needed to hire an outside person to investigate inventory.
