A tiny, rural, poor county? Yes. Not enough budget to keep looking? No. My family has been part of many of these searches and my husband works for the state rescue unit. Many of the people who belong to the county's rescue squad are volunteers. If they they stop the search it's because they received information that led them to believe that the child would not be found in that area, but would be found elsewhere. And it would have to be actual evidence or information, not just someone's hunch or a theory. Now that they've resumed the search but broadened the parameter, it's most likely because they've received additional information that's led them to believe that there's a reason why he might be further out. IMO it's a recovery at this point, not a rescue.
Sigh, these poor kids! Alert Sarah McLaughlin! We have one on her dogs! We get visited once a month, phone calls every other day. For a dog. She was a hoarder abused rescue our of New Mexico. We are in NC. Dogs picture not allowed on any SM. So much more attention on this dog than our kiddos.
 
So let's clarify here. No scent of a diaper wearing toddler and no tracks or sign or him walking either. Parents searched within what, 5 minutes? and for 30-60 minutes before calling for help No sign of him. Not even a sound from him. No calling out Kenny, where are you? Or Peekaboo, I see you. Or Where's Kenny? Difficult for him to walk away in woods and especially uphill (agreed, not a sherpa @Trudie). Not in wells or ditches or anywhere in the house or yard. Last seen wearing sandals (From Post linking Missing Pieces Network.) Anyway he could have walked away was heading down the road. 7:30 still light(ish) and not seen by any neighbors who live along the road. Not reportedly, at least.

Where does that leave things? How did he disappear? IMO, it leaves a very strong possibility that he was taken away in a vehicle. Or carried away. By whom and why remain unanswered questions. Hopeful that KSP has a lead on this possibility. AND that it could mean Kenneth is safe (and warm and fed). ALL JMO interwoven with info we have learned from LE and MSM.

And if he is wearing sandals, he did not walk far nor did he walk fast in them. We all know what sandals are like on toddlers, I think.

No news, just comments. I did read a post about an Amber Alert but I never heard one & they don’t put AA out unless there’s a vehicle.
 
The 30-minute wait to call 911 doesn't bother me as much as some of the other things that are going on. We live on a farm in the mountains. When we lived in town we would've called 911 right away. Out here, though, when we've lost sight of one of our kids we've always had kind of a system when it came to looking for them: check the house from top to bottom first and don't just rely on calling out their names, check around the immediate vicinity of the yard (swing set, play house, wood shed, workshop, my studio, under favorite bushes, in trees, etc.), check inside the vehicles, and then check the outer perimeter. One of us would also go out on the road and look up and down it. Then call the neighbors. We don't have close neighbors, the nearest is about 1/4 mile away, but our 4 yo did wander off down to them one day while I was hanging laundry outside. They wanted cookies. Kids were usually hiding from us or playing a game and were found within minutes. Perhaps Kenneth also liked to play hide-and-seek inside the house and this was common for him? We know little to nothing about their home life at this point. There was also one incident where our son was hiding in a closet and fell asleep and it was probably half an hour before either of us realized that he wasn't around; I thought he was with my husband and he thought he was with me and we were both in different parts of our house. So I can give a slight pass on the 30-minute wait. There are other things, however, that I find unsettling.

The search is underway for a missing toddler in Eastern Kentucky.

Investigators are looking for 22-month-old Kenneth Howard. He went missing Sunday night.

Crews are searching in the Kenneth Combs Road area of Magoffin County, near Floyd County.

It's unclear what Kenneth's parents were doing when he went missing

Carter Conley leads the Magoffin County Rescue Squad. He told WKYT his team was contacted around 8:30 p.m. Conley said Kenneth went missing around 7:30 and that the family spent time looking for him before calling the police.

And if he is wearing sandals, he did not walk far nor did he walk fast in them. We all know what sandals are like on toddlers, I think.

After 30 minutes, they called the volunteer fire department who helped them search. 911 was not called until they all searched together. How much later? I read an hour in previous MSM articles.

That actually makes sense to me. Out here the volunteer fire department can usually get to us faster than LE or any other emergency squad. We share our 911 services with 2 other counties. The fire dept volunteers here are trained in searches and they keep up with their training. Some of the volunteers may only live a few miles away. I have a lot of health issues and almost always call the fire dept first. They can literally get here, get me, and take me to the hospital faster than an ambulance would.

What else is there....

It is extremely rare to have an amber alert without a description being available of an abductor and vehicle. They are used 99% of the time when someone has seen a child being taken by an abductor, and usually also seen put into a car, or if the abductor is a known person then LE might add in their vehicle details even if they weren't seen putting the child into a car.

A lot of the time amber alerts are custody abductions. Very occasionally an amber alert goes out when the parent claims the child has been abducted, in cases like Maleah's where the parent/stepparent claims they were set upon by strangers who left with the child.

But amber alerts are not supposed to be used for children who have wandered off alone in the woods. The amber alert system wasn't designed for that purpose, it's about abductions, not missing children in general.

The setup out here is a lot different than it is in places like Lexington, Richmond, and some of the bigger towns. You live in those places and you dial 911 and they're connecting you with whatever emergency service you need right away. You can usually expect to have someone reach you in a matter of minutes. In the eastern part of the state, though, it can be more complicated. The last time we tried to call it rang into another county. We had to explain which county we were in, which service we needed, etc. It took more than half an hour for someone to get to us (there's also a very small police squad with only 4 members here). When you compare that to the fire dept that's only 4 miles down the road, it can just be easier. They will usually show up as they're able, too. Someone is always at the station and they'll drive the emergency vehicle but the call will go out to all of them and whether they're at home or out shopping, they'll jump into their vehicles and head over. If you have a member who lives close to you then they can be to your house before you're off the phone.

If they have reason to believe that a family member took the child I would absolutely expect an amber alert

Not suggesting that it happened in this case, as there has been no amber alert

Random abduction in that area is highly unlikely IMO based on the location of the property where he was last seen and who was home etc

Sent dogs have not been able to find a single scent to substantiate that he wandered off

Regarding the area around the home search and rescue had problems even getting up the steep hillsides surrounding the property.

I'm open to plausible options as I am completely stumped
