Circumstances of Disappearance: victim was the operator of a vehicle that wrecked into a creek.
 
This is a map of where Troublesome Creek runs next to KY-550 (it does so for quite a while). I had to do "walking/hiking" directions because it kept wanting to go via KY-80 the story says KY-550 (which is "old KY-80"). Bulan is near the far left side of the path.

Troublesome Creek dumps into The North Fork Kentucky River not far south of Jackson, which is mentioned in that article, but it would be a ridiculous distance for a car to be swept. Floods get concentrated in hollows/valleys in that area, but there are many more-or-less hairpin curves in the creek and it's just as wiggly as an old mountain road. Maybe Jackson was a semi-close point of reference since the paper is from the other side of the state and there aren't many big towns in the area.

I am assuming due to the "Hazard" reference that this happened in Perry County, so that would be between the left end of the dots to the top of the first big upward hump (for lack of a better term).
