Ellwood Leroy Leuschner is long dead, having died in a Maryland prison some years ago. He was captured 30 years ago in November 1977 and convicted of the murder of a little boy. Leuschner was out of prison between 1974 and 1977. He was a convicted pedophile and child killer. His victims were both male and female.

He traveled across the country from California to Maryland, and should be considered as a possible suspect in child disappearances and murders between those two states.
 
I have mixed feelings about killing some one...

I have no mixed feelings whatsoever about putting vicious killers to death, they belong in a coffin. I do however have a problem with people who may be criminals but are not murderers who end up being convicted of a capital offense on the account of grossly incompetent defense or malicious prosecution, or a combination of both.

Unfortunately it's not a crime for an attorney to be incompetent unless it's done on purpose but anyone who commits perjury during a capital offense trial, be it a cop or an expert witness, for the purpose of convicting a suspect against who no direct evidence exists, should be sentenced to a minimum of 25 years regardless of the outcome of the trial because what they are doing amounts to sponsoring a murder. The excuse that some provide "well, I was convinced he/she was guilty anyway" goes against the very foundation on which our judicial system is built.

As long as malicious prosecutions are allowed to take place there will be states such as Illinois who will not execute individuals who do not deserve to live, for fear of executing innocents. No state Governor should be forced into this position by corrupt individuals whose responsibility is to administer justice, not pursue personal vengeance or acting on petty motives such as wanting to close a case.
 
was he still in jail in 73 if he was we can rule out janice pockett as one of his victims she went missing in 73
 
Ellwood Leroy Leuschner was running free between 1974 and 1977. He was paroled from California prisons in 1974, and in 1977 he was caught and convicted of murdering two little boys in Maryland.

When I was was working in Corrections here in Idaho I worked with a young woman who was also going to law school.
When she was nearly completed,she still was unsure about what area of the law she wanted to practice.
An attorney from Boise who had spoke to one of her classes gave her some unsolicted advice once.
He worked almost exclusively for the State.
During an after hours social gathering at the university he cornered her after a few drinks and flat out told her that his advice was to get herself appointed by the court to a Death-Row inmate because in his words, it was a
"*advertiser censored*kin gravy train for anyone who can manage to get their hands on a law degree, that can EASILY be stretched out for 20 years.Do that and your set."

And one wonders how some of these animals end up back out on the street
and justice is never served to the families of the victims.
 
Wow, how corrupt. I don't know how any lawyer job for the state would be a "gravy train." They generally pay very badly compared to private practice, with at least as heavy a caseload. He must have been a very bad lawyer indeed.

As for the "in memorium" quote, I read that as being very facetious. The South Wing referenced was the opposite of cozy - it was the most violent, dangerous part of the Maryland prison system during the time period when he was there. Quite frankly, given what he was in for, I'm shocked that he survived it. Comparatively speaking, he was safer in Jessup. Except I guess he had a bunkmate when they moved him. Perhaps they kept him in relative isolation at the Penitentiary...I don't know how, though since it was so very overcrowded.

Interesting that California lists Leuschner as a sex offender, wherabouts unknown since 1996. I wonder how old the address is that they have for him? He does not appear in the Federal or Maryland inmate registers. Also, he is not in the Social Security Death Index.
 
I doubt that he worked enough regular jobs to qualify for Social Security. I suspect that you do not accrue while working prison jobs. He certainly would not draw it if he's living under an alias.

It is most likely that Leuschner is dead, even though he is not listed in the Social Security Death Index. There could be a number of reasons for that, but most probable that someone in Maryland's Prison System dropped the ball and did not report his death.

He does not appear in the Maryland Prison Locator, but neither do other prisoners who have died. Maryland's system simply drops them out. Each state prison locator system is different. Michigan, for example, will include anyone who was ever in prison for over a year, even if the offense occurred 40 years ago and the former inmate is long dead.

There also seems to be a few problems with California's prison reporting system. First, Leuschner (a serial rapist) should never have been parolled. Second, it seems that when he went missing, nobody cared. Exactly when he skipped town cannot be determined (1974? 75? 76?), and then - over 30 years after he blows town, murders in Maryland, is tried, convicted, and incarcerated for life - the state of California claims on its Sex Offender database that he went missing in 1996. Get it right!

But who knows? Maybe he was sent back to California to stand trial on rape charges, which California claimed he had committed in 1976.

Does anybody know for sure?
 
Bumping this case up. Ellwood Leroy Leuschner was loose and somewhere between California and Maryland's eastern shore between the years 1974 and 1977.

It is very probable that he abducted and killed children during those years. In fact, he was convicted of two 1977 child murders in Maryland.

I had information that Leuschner had died in a Maryland prison, but later information or misinformation indicated that he might have been sent back to California. Does anyone know what became of him for certain?
 
The current warden graciously replied to my email and has sent my request for confirmation of his death on to the Data Processing office at Dept. of Corrections HQ.

I am hoping to hear back from a Ms. Richardson soon.

Leuschner was an evil rapist and pedophile, but it is a mystery where he was between his 1974 parole in the Los Angles, CA area and his arrest for the murder of two lettle boys in Salisbury, Maryland in November 1977.

It is quite possible that any of the above could be true. Leuschner could have been traveling across the country through other states and returning periodically to California to check in with his Parole officer.

Leuschner is known to have murdered young boys aged 9, and he had previously served time for raping a 12 year old girl in a church. So he was definitely a serial pedophile and serial child killer.

Maryland State Police conducted the investigation on him in Maryland and might have obtained evidence linking him to other crimes elsewhere, but once caught and convicted, he lived out his life in the Maryland state prison system.

In the course of my research on an old case involving the disappearance of some Maryland children, I came across information on an individual named Ellwood Leroy LEUSCHNER who was a serial rapist and murderer of children. He was captured on Maryland's Eastern Shore in November 1977. I pass this information on in the hope it might assist in investigations of cold cases from the 1974-1977 time frame.


Ellwood Leroy LEUSCHNER

On 1 November 1977, a paroled California rapist was arrested in Salisbury, Maryland by Maryland State Police on the charges of kidnapping, raping, and murdering a 9 year old boy. The boy was abducted from his trailer park and buried on a farm ten miles away. The suspect, was one Ellwood Leroy LEUSCHNER, age 45. He was a tall, gaunt, white man who worked as a general laborer at the Campbell Soup Plant in Salisbury.

LEUSCHNER had been first convicted of rape in 1953. He was sent to a California prison in 1960, released in the mid 60's and then convicted and sentenced again for a subsequent forgery and for the rape of a 12 year old girl. In that incident, he dressed in priest's clothing and asked the little girl to help him bring some packages into a church. When he got her in the church, he raped her.

He was paroled in 1974, and some time after that (exact date not known), he vilolated his parole and left California. He claimed to have lived in Salisbury for three years when captured in 1977. The Maryland State Police called California Corrections Office in 1977 to try to confirm this, but California officials stated that he had left California in March 1976 to avoid another rape charge there.

LEUSCHNER was also suspected of the kidnap and murder of two other young boys, in separate incidents in July 1977. Police ruled him out as a suspect in one, but believed that he committed the other and he was charged with that murder as well.

LEUSCHNER was said to have had a girl friend about 15 years younger than himself in Salisbury at the time. He drove a blue or green Camaro (model year not known) in 1977, and it was that car which had been seen at the abduction sites, and at the burial sites that connected him with the abductions and murders. Just prior to his last murder, he had attempted another abduction, but the child escaped and gave a description of him and his car.

Many police departments became interested in him after his capture, but when the California Corrections officials said that he had only been out of California since March 1976, he was "ruled out" of many open investigations. He may have been out of California sometime before he was reported missing and the March 1976 date might only be when the California parole violation warrant was issued.

I do not know what became of LEUSCHNER. He was probably tried and convicted of murder in the two cases (which were separate events, not a double murder) and sent to a Maryland prison or to an institution for the criminally insane. I could not find any indication that Maryland sent him back to California. He is not listed in the Social Security Death index, or in any other on-line data bases. If still living, he would be 72 years old today.

It would be interesting to know where he went and what his time schedule was between his release from prison in California and his eventual capture in Maryland. That might allow investigators to look into other unsolved murders or abductions.

LEUSCHNER's known victims were male and female children ages 9 to 12, his manner of approach and deception, and his way of burying the bodies in remote areas, the fact that he was a serial offender and had transportation - all would make him a prime suspect in some of the unsolved murders and missing child cases of 1974 thru 1977.

LEUSCHNER was a serial rapist and murderer. It would seem that for him to have accellerated to the point of killing two boys in one month, he may well have killed others between 1974 and his November 1977 capture. Some answers may be in the existing records. It would be worthwhile to request all available records on him from both California and Maryland. For example, where did LEUSCHNER obtain the car that he was using? Besides the evidence linking him to the two murders that he was charged with, what other physical evidence was obtained from it? What items were found in his personal effects? Perhaps locating LEUSCHNER (if he is still living) and interviewing him might uncover information on other cases.

I noted several patterns for cases which occurred between 1974 and 1977. During a nine month period between July 1974 and April 1975, there were five incidents involving abductions of two or more children at the same time. These cases have some similarity, although they took place if five different states: Arizona, Florida, Texas, Maryland, and New Jersey. There are a total of 32 children still missing from the 1974-77 time frame. Six of them from Florida, 5 from Texas, 4 from Pennsylvania, and the rest from ten other states.

In a very short time frame of five months from March to July 1975, and within a very close radius, two girls from Maryland, two boys from New Jersey and three girls from Pennsylvania all disappeared. One incident per month, each in a different police jurisdiction. All of those sites were within driving distance from Salisbury, Maryland.

Whether or not LEUSCHNER was responsible for the abduction and murder of any of those children is a matter to investigate. He was, in fact, a serial killer on the loose at the time, and it is a reasonable conclusion that these children may have fallen victim to such a killer.
I think he was charged with two murders one for Rusty Marine and the other Troy Krause who is my uncle. I was born in 85 but the story was with me my whole life. It destroyed our family and sent everyone in a permanent life molding road......my mother was the oldest and was 16 at the time I think......she spent her whole life chasing her adolescent and became a life long achoolic and sucame to her drinking a few years back....my uncle the oldest left the area and proceed in a military career and has excelled.....my other uncle lives a quite life on the shore but was basically left to fend for himself at the age of 14.....then the youngest brother who may have been delt the hardest blow was scared emotionally his whole life....<mod snip> I can tell you that my grandparents had recently been divorced at that time and my grandpa was a person of interest as it is alot of time when dealing with missing people. ..I also was told that leshnuers girlfriend was a big help to the police....this senseless murder impacted my whole family my grandmother was sent to a hospital for a while stricken with grief....she told me a Dr told her if she didn't continue on with her life he would win because that's what he wants.....she wanted a sit-down meeting with that dirtbag but was told he was a pathological liar and she would receive no truth from him.....one of the detectives still kept in touch with my grandma up into the 1990s......an artist made a painting from a portiat of Troy and there are unexplained tear drops falling from his eyes that were not part of the painting.....this painting gives me the chills to this very day....Thank you for your study it means alot to me to have answers to questions that I had and had no one to ask.....plz contact me with any other information or any questions
 
Yah he is def dead as far as I know prob died late 90s perhaps..... ironically enough my father worked at the prison....and while he can't say to much he was well aware who he was and what he did to my mother's side of the family....I think he was mainly kept away from others ....child killers are very popular in prison....everyone wants to stab one....but don't know too much else....that best habe writer comment makes me want to puke....gone but not forgotten because what he did was so horrible it haunts my family to this day.....my uncle Troy Krause is the one who is gone and not forgotten and even though I wasn't born I will always carry his memory with me and I have a child of my own who is a little boy almost the same age Troy was and I will make sure he is never alone in this world because of sickos like Elwood Leroy leschner....not a doubt in my mind he lied about when he got to Salisbury and when he left California...there are unsolved rapes and murders that he is responsible for...I feel it in my bones
