Out of curiosity - if they had stopped. What charges and penalties would they recieve?

Hmmm I don't know...

If they had nothing else to keep them from stopping like being under the influence, stolen vehicle, warrants etc..... maybe nothing, and they may have even been able to save one of these mens lives

I know there was mention of it being very dark. There are many areas of the city without functioning streetlights that may have been a factor.

This is the first opening day since an unidentified hit-and-run driver struck and killed 66-year-old Van Horn and his friend, 55-year-old Michael "Dreadlock Mike" Alston, another well known Detroit panhandler who used a wheelchair...

Police have made no arrests and said last week the investigation remains open.
