I cannot speak for Minnesota, but my son has a concealed weapons permit for our state. If stopped he is required to immediately tell them he has a concealed weapons permit and he is caring his gun. No matter if the gun is in the car or on his person. When he signed for his permit that is one of the things he had sign to say he understood it was part of obligation.
He was also taught in the class to never reach for the gun.

Each state is different. In the state I live in , you do not have to inform a police officer that you have a gun if you have a CCP. Same is true in Minnesota:

Even if you don't HAVE to inform a police officer that you have a gun, I'd do it anyway if I was pulled over when driving if I had a gun in my car. I don't want to see the look on his face when he asks for my registration, I open my glove box to get it, and he sees a gun in there.

I wouldn't keep the registration in the same place as the gun, anyway. Clip it on your visor or something. When the cop asks for ID, hand him without comment your license, reg, ins, and CWP.

A lawfully obtained and carried gun is not something you should have to be on the defensive about (officer I just thought you should know, I have a gun!). Let sleeping guns lie, unless the cop asks specifically about weapons.

And then the cop might want to disarm you. Try to discourage it. Point out that the gun is on the other side in the glove box, and you have both hands on the wheel and as long as you keep them there, you think it's unnecessary and overreaching for the officer to require you to turn over your lawful property.

Think about it. It wouldn't be okay for him to get behind the wheel of your car and take it for a spin. He can't even search your vehicle without probable cause. So he shouldn't be able to take your gun property away from you for no reason other than he doesn't like you being on equal ground with him.

I can see what is being said as a problem. But saying the gun was never shown and that the officer never asked for it does not affect her saying that PC had one and had a permit for it.

I wonder if this had happened before on stops. That he said he had a gun and a permit?

I wondered about that too. If he had I'm sure he did this time what previously worked and had no reason to think doing the same thing now would get him shot. Maybe someone else who knew him knows.
 
At around 7:30 in the video, Diamond Lavish says she didn't get the actual shooting on video because “if I would have moved while that gun was out, he would have shot me too”

At around 5:00 in this video at she says “I was not able to get the actual shooting because I did not want that horrible act to be on social media”

IMO, this is another one of the many similar scams we have seen.

the gun was in a holster in his pants, the officer claims he saw it ("it was displayed"), she has said that he was struggling to get his wallet out, the officer claims he told him to stop reaching and show his hands...

how many times did he tell him to show his hands and stop reaching? and over what amount of time? i dont know... i dont think anyone else does either. could the officer have though he was reaching for the gun? was he reaching for the gun? i dont know... i dont think anyone else does either.

But we have no idea how he handled the situation before.

there is dashcam video but nothing about its contents has been disclosed, so it may or may not have captured the scene or any usable audio.

There are two ways to interpret this, hard to say but my take is the officers gun was out the entire time, so in that respect...when the gun was out would refer to PC's gun

There would be absolutely no requirement for her to stay still if she's talking about PC having his gun out. The person wanting her to stay still while his gun is out is the cop. His gun was out and pointing in the car, he had already shot PC. If she would have moved while the cop's gun was out then the cop would have shot her too, seems to be what she's saying.
