Steven isn't even listed on the BCA missing person's area of their website.

I wonder if they just assume he left on his own accord and this is why there is very little information. You could send an email to the email listed above, and ask questions about why there is very little detail. Heck, you could even ask on the Facebook page for the BCA.

From searching on classmates.com, I found that Steven was a graduate of the since-closed Eisenhower High School in Hopkins, MN (next to Minnetonka), class of 1981. His senior portrait from the yearbook is one of the photos on NamUs. Notably, the yearbook refers to him as "Steve Shimota", so it's possible he went by "Steve".
