The Toronto Police Service Missing Persons Unit (MPU) became operational on July 1, 2018. The MPU is a subsection of Homicide and ensures a consistent process and investigative response for all occurrences of persons missing in Toronto, or on the way to/from the city of Toronto. This includes both newly reported and historic cases of missing persons and unidentified human remains.

The MPU frequently highlights cases involving unsolved missing persons investigations, in this instance, four cases involving missing children that are still open:"

"Nancy Liou, then 15, left her apartment on January 27, 1999, and was never seen again.

She was described as Asian, 5'5", 117 lbs., long black hair, brown eyes, right-handed with a scar on her upper lip (in the corner).

I don't know much about Canada's educational system, but why wouldn't they take attendance during exams? I wish there were also a bit more info on why her father didn't call the school until the day after she was last seen. Perhaps she had been known to run away? Such a shame when there is so little info.

Circumstances of Disappearance
Liou was last seen departing her apartment building, located at Dundas Street E, near Parliament Street, at 16.50 on January 27, 1999.
She was caught on her apartment building's security video; she was lingering inside the rear door for 10 seconds before apparently seeing someone in the direction of the parking lot, at which point she ran out the door with a smile on her face.
Liou's father was taking a nap when she left their apartment. He waited up all night for her, and reported her as missing when she did not return by the following morning.
Liou is a social teenager with a tight group of friends, she has not made contact with any of them. She hasn't been to Monarch Park Collegiate Institute, where she was in the midst of Grade 10 exams. And there have been none of her regular visits to the Regent Park Community Center.
The previous fall, Nancy stayed away from home for 18 days. She was upset over a curfew her father had imposed. During that time, she stayed with a friend and kept in touch with her family and went to school. Her father was in hospital for surgery during those 18 days. She went and visited him there. She just didn't want to stay in a house with rules.
The two had mended their differences and weren't having problems when she disappeared. Nancy had not been in trouble with the police and there is no reason to suspect that she was involved in any trouble. She was an average student, with no steady boyfriend.

She has an MFA in Painting from the University of Windsor and her work has been shown in extensive solo and group exhibitions in Canada and abroad. Her work has been shown at the Department of Canadian Heritage, MOCCA, and last summer at Guadi’s Casa Batlo at the prestigious Barcelona Showcase. Sova’s work has been featured in a variety of television, web and print media including Al Gore’s television program The Current. Most recently Sova’s work was featured in the Nigerian Arts Journal Tabula and she has been invited to have a solo exhibition at Centru Mutro Gallery in Barcelona June 2013.

After returning home from school in January 1999, 15 year-old Nancy Liou left her apartment in Regent Park, Toronto, Canada to meet someone and never returned. The surveillance footage in her apartment building caught her lingering in the rear corridor for a few seconds before running towards the parking lot with a smile on her face. Unfortunately, there were no cameras in that area to capture footage of the car she got into that afternoon. As of today, nobody has seen or heard from from Nancy and her case is cold.

Background
At the time of her disappearance, Nancy was a sophomore at Monarch Park Collegiate where she was considered to be an average student. Her friends and family remember her as being very outgoing and extremely strong-willed. However, prior to her disappearance Nancy and her father had began to clash resulting in her running away for 18 days in the Fall of 1998. She regularly stayed in contact though and frequently visited her father while he was hospitalized at the time. Eventually they mended their relationship and she returned home shortly after, and at the time of her disappearance Nancy and her family were on great terms.

Investigation
After waiting up all evening for Nancy to come home, her father became frantic and called her school to see if she had shown up that day. Oddly, the school had no way of knowing if she was there as it was exam period and attendance wasn’t taken. When Nancy failed to come home again that evening he reported her missing to the police. The case gained little publicity because Nancy was classified as a runway. Her father more than likely told the police she had ran away for an extended amount of time the previous fall (huge mistake to tell the police), so they didn’t bother searching for her. Eventually Nancy’s case grew cold and was recently re-opened in June 2019. The Toronto P.D. hasn’t shared any updates and it’s likely they tossed the case to the side again. It’s hard to investigate a case 20 years after the fact when the area she disappeared from has changed so much, and the perpetrator may not even be alive anymore.
