You're right that he was incomplete, but the remains are consistently referred to as a body, and the Namus description is "Not recognizable - Decomposing/putrefaction." So yeah, he had been in the water for a while, but it doesn't sound like anything approaching 12 years.

And in case it wasn't clear, I don't think the time span necessarily rules Restivo out. It just a negative in my mind.

I highly doubt this man is from Staten Island. According to this report, the body was found at Gateway Marina, which is just north of the Route 36 bridge, pretty much next to Bahr's Restaurant. I don't think this body would float all the way from Staten Island and around the hook. MOO.

Oddly enough my friend in Little Silver had a mailbox full of mail from Staten Island float up onto her lawn after Sandy, so I guess anything is possible. But I agree, unlikely.

This UID looks like an old friend I had named Martin. I've been trying to track him down for a few years with no luck. But he could have moved and just not kept in touch with people. Still, it's a super eerie resemblance.

I would if I could remember his last name. I last saw him about 15 years ago. Checking with mutual friends, and they don't remember his last name either unfortunately. He lived in Ocean Grove and then Belmar, which are both by the beach in Monmouth County. I'll keep trying though.

Speaking about "Martin" this Martin is not on the rule out list.

Martin Stofej is not on the rule out list. Went missing from Linden NJ in 2010, not far from where the body was found. The Pub is now called The House. He may have ended up in the Rahway River and drifted down to the highlands.
The missing shaved his head. The photo in the Charley Project looks like him with hair. Also the eyebrows and expression.
