There really isn't a lot about him from a quick search.
I've lived in NJ all of my life and have never heard of him. I actually worked fairly close to where he's missing from; and never saw it in the newspapers.

hm...now that I am thinking about it, I'm sure I saw something about him on TV years ago, like Dateline, 20/20 or one of those shows. Mensch, has his story aired on TV in the past? It just seems so familiar...

Artist rendition of the unidentified is similar to James Welter, but with a beard.

But there is no DNA for the UID and the UID is 1000 miles from where Mr Welter lived.

This was already submitted to the Doe Network.

The timing makes sense (April 19, 1986 missing vs. April 26, 1986 discovery), considering that the decedent's eye color is known despite the body being listed as unrecognizable because of decomposition/putrefaction, which is odd. That suggests to me he couldn't have been in the Delaware River too long. The physical description matches pretty closely and Kenneth and the Doe share a resemblance, IMO. I have no idea how he could have gotten from Washington to New Jersey, though.

On the left foot are two socks - one plain white and the other is a white sock with two green stripes at the top.
On the right foot is a blue sock.

Two pair of pants - the outer pant is a blue, diagonally corded polyester pant with a brown leather-type belt with a square white-metal buckle
which measures 39-40" long to
the hole at which the buckle is engaged and has a logo of "ML38-40" with a symbol of a tailor working at a tailor's stool and also "top grain cowhide 7046-2". This pant has the label "Farah". The other pant is green and without a belt and belt-loops.
