It's possible, but I hesitate only because the physical description does make me think the UID was likely Sicilian or Italian, while Halloran was likely of Irish decent.

This article misspells Rosario Livigni incorrectly with a letter Y a couple of times in the article.

Anyway this Article I believe is from December 6 1983 and mentions that Rosario Livigni was killed on the Saturday before the article.

@AliceInPain put the property records on this thread. What I find interesting is the Rosario Livigni guy had sold the property to some guy on March 30,1982

Then in March 27 1986 that guy sold that property along with other properties close by to another guy along w other people who bought a lot of property around brooklyn. Now it makes me wonder if the guy In the basement has something to do with the Rosario Livigni killing. And or something to do with the properties… just a thought. Love to hear anybody else’s thoughts.

Iam going to look back into 1982 1983 and 1985 1986 to see if anything jumps out.

sbm/ebm: The owners of 137 Wyckoff Ave at the time of his disappearance are listed at an address in Holmdel and have lived there previously (acc to ClustrMaps). More of an observation or "fun fact", I don't think this is our UID since they apparently have fingerprints of both.

Wonder if any work on the building pre-1993 is listed anywhere?
I'm thinking too this happened around the time of the Livigni murder and may have had something to do with the "Pizza connection trial".
