[h=3]Details of Disappearance[/h] Cindy was last seen as a passenger in a vehicle circling around the parking lot of a restaurant at state Route 28 and Maverick Road in West Hurley, New York on August 16, 1986. She resided on Downs Street in Kingston, New York at the time. She has never been heard from again. Since her disappearance, Cindy has not used her Social Security number or credit cards.

Investigators have a suspect in Cindy's disappearance, a man with a history of mental illness who told police he was involved in Cindy's case and in the disappearance of Laura Smith Williams, who disappeared from Connelly, New York in 1994. He told authorities where they should look to find evidence in both cases. Police consider the man's statements to be credible, but he has not been charged in connection with either case due to a lack of evidence to support his statement.

Both disappearances remain unsolved.

Missing, but not forgotten

Deborah Whittaker, who was 28 at the time her sister, Cindy Loretta Rowles, disappeared, said her sister's case never made the papers. She was unaware that her sister's photo still appeared on the Web site for The National Center of Missing and Exploited Children. The age progression photo that appears on the site "looks nothing like Cindy," Whittaker said.

Whittaker last saw her sister on Aug. 16, 1986, as Rowles, 17 at the time, left the house to wait for her boyfriend on the front steps of the house Rowles shared with her mother, Joan Cole, at 128 Downs St. in Kingston. Whittaker said the boyfriend never showed up and her family never saw Rowles again. When Cole died in 1998, her obituary listed Rowles as one of her surviving daughters.

"My mother wouldn't even think of moving or changing the telephone number because she thought for sure Cindy was coming back," Whittaker said. "But she went to her grave not knowing."

Whittaker said police initially dismissed Rowles as a runaway, but she insisted her little sister "would never have left home. She was very immature for her age."

Junious Harris, now an investigator for the Ulster County District Attorney's Office, was a Kingston police detective when he got Rowles' case. He said he got a report that Rowles was being forced to prostitute herself at a migrant camp, but he missed bringing her home by a few hours.

"We confirmed that she was at a camp in the area later that year, but when we got there she had already left. I thought they might have taken her to Florida, but we didn't find her," Harris said recently.

Detective Lt. Tim Matthews said the last lead detectives followed was in 2000. It led nowhere, he said.

On the one hand they say they have a credible suspect - on the other it sounds like there were credible sightings of Cindy still alive and maybe being sex trafficked. Odd case.

Would love to know what the tattoo on her arm is?

The migrant camp thing is intriguing - here's an article that alludes to this but more in relation to undocumented women being forced into sex work, interesting that US citizens maybe were victims too according to the theory upthread. Group Forced Illegal Aliens Into Prostitution, U.S. Says I haven't heard about this before:
"...women were forced to work as prostitutes in brothels in a dozen rural areas to pay their smuggling debts of up to $2,000 each. Sometimes the brothels were nothing more than trailers set down in the migrant camps in cities like Tampa, Orlando and Fort Myers in Florida and Lake City and John's Island in South Carolina, according to the Government."
"...forced to work as prostitutes in agricultural migrant camps in Florida and South Carolina, and sometimes were raped, beaten and forced to have abortions, according to a Federal indictment."
 
I have the impression that she wanted to leave.. maybe she asked an acquaintance friend or whom she wanted to go around the parking lot, it could be to give a signal since many people could see her... she probably lives in another state far away to never see anyone I know again or if she was kidnapped she must be dead a long time ago..
