OSBI SEEKING HELP LOCATING WOMAN MISSING FROM TONKAWA

FOR IMMEDIATE RELEASE:
September 22, 2021

TONKAWA, Oklahoma – The Tonkawa Police Department requested assistance from the Oklahoma State Bureau of Investigation (OSBI) in locating 60-year-old Cathy Ann James. James was known to be in Tonkawa on September 4, 2021. On September 15, 2021, James’ sister called the Tonkawa Police Department to report that she had not heard from her sister since September 4.

James’ white Dodge Charger was found abandoned on I-35 at mile marker 179, three miles north of the Stillwater exit. She was wearing an orange shirt with a Nike emblem on it and black sweat pants.

So was Cathy living in Tonkawa? I wonder where was she going to on I-35 and why would she leave her car there? What could have happened, did the car break down? It's already been over 2 weeks since Cathy went missing.

KFOR has obtained body-cam footage of the last time she was seen. James has been missing for eighteen days now.

Tonkawa police told KFOR James accidentally walked into someone else’s home, thinking she was in a different town on September 4.

Wait what? Unfortunate lady mistakenly walks into a house, in a mistaken town, apparently has a history of some problems, and she's just released?

I guess LE called her family, or had Ms. Jones call her family?

Wow, so even though she named two different towns she thought she was in which were far away from where the police interacted with her but; they let her drive away? Oh my. Reminds me of the young lady from California that had been arrested for her erratic behavior and skipping out on a tab at a restaurant. My gracious, how sad.

Tonkawa police told KFOR James accidentally walked into someone else’s home, thinking she was in a different town on September 4.

“She thought she was in Muskogee or Okmulgee, Oklahoma, which Tonkawa is far away from those cities,” said Police Chief Nick Payne with the Tonkawa Police Department.

James’ confusion is raising concerns for officers, so they complete a mental health evaluation.

“Unfortunately, this has been some of what history with her. She had some mental health issues in the past,” said Payne.

Police decided she was mentally stable enough to drive away, so they let her go. The last people to see her were those officers on September 4.

I’m not expecting a good outcome here. If she were out there and okay, I feel like someone else would have called for help by now. I’m sure they’ve checked the psych facilities in that area?!

Cathy James was last seen in Tonkawa, Oklahoma on Sept 4th. Police say they responded to a call after she repeatedly walked into the wrong house, confused about where she was. She was deemed well enough to keep driving. Now she is missing.

Payne said James was convinced she heard voices and was being watched by cameras. They questioned her for almost two hours, even looping in an on-call mental health specialist to evaluate James’ well-being.

Yet, despite pushback from police, the mental health specialist on call deemed James well enough to keep driving.

“She knew her name. She could produce credentials saying who she is. She had an itinerary for where she’s going: ‘I’m going to my friend’s house in Muskogee,’ (and) she thought she was here,” Payne said. “You can’t take away someone’s freedom because they got lost.”

But James’ family wishes police had done so, because that was the last known contact anyone had with her. About a week later, James’ car was found abandoned on the side of a highway with her phone, wallet, cash and ID still inside.

The footage showed Cathy between 12:30 am and 4:30 am, reports KOCO. Blackwell is a town just north of Tonkawa. Cathy walked out of sight of the video cameras and vanished into the night.

“Unfortunately, we don’t know where she’s at now. But everything that we did that day is the proper protocol set in place; everything we did that day is meant to keep this from happening,” Chief Payne said, reports News Nation.

This is really, really sad.

The officer in the video at the link below says the incident in Tonkawa was called in about 2pm on Sep 4, and it's been reported that Cathy was questioned for 2 hours. That gets us to 4pm or so. Let's just say 4:30.

If Cathy was seen at the Casey's in Blackwell on Sep 5 between 12:30 am and 4:30 am (per link below), where was she in the interim? That's an 8-hour time span, and Blackwell is only 10 miles/15 minutes north of Tonkawa.

Not to mention that if Muskogee was her intended destination, she was most certainly still confused when she left Tonkawa because she went NORTH instead of SOUTHEAST.

Yes, it did answer my question - they searched by ground and air and I was relieved to read that. Then I found 2 bonus links in the article. Woohoo!

Do you have a theory on Cathy's disappearance? Obviously, I need to read up some more, but just wondering what your thoughts might be. MOO

She certainly wasn't thinking clearly and I fear someone took advantage of that... but who and how... I just don't know.

Just now finding this thread -- Agree that it doesn't sound good. If she is a bit addled, it probably wouldn't take long for someone dishonest, or worse, to take some kind of advantage of her.

Hoping that my negative thoughts about might have happened to Cathy are all wrong and that she will be found by LE or some kind soul and help her to get back to her family.
It's been a long time for Cathy to just be "out there somewhere." Many folks are scared and worried for her.
Prayers for Cathy Ann James, for those who love her, and for those who are looking for her.

Surely they searched the pond just south of the Casey's. That's a busy place and anyone could have picked her up along I-35.
