Could he be 1973 Garnett Kansas John Doe? He was around 5 FT 9 and 145 pounds

Circumstances of Recovery
On April 18, 1973, the body of an unidentified male was discovered in a shallow stream 180 feet from 1550 Road in Garnett, Kansas. Based on the condition of the remains, the decedent had likely been deceased 2-4 weeks prior to recovery. The unidentified male had brown and wavy hair approximately 5 inches in length, and a slender build. He was found wearing blue jeans with a stop sign patch symbol on the back left pocket and a black leather belt with large buffalo nickel buckle, waist-length brown corduroy jacket with a zipper closure-size Small (“STURDY WEAR” brand), a green long sleeved button-up shirt-size Small (“J.C. PENNEY” Brand), black leather gloves, a navy blue stocking cap, blue socks, and brown hiking boots (“VOMPER” brand). He was also found wearing two gold rings with crosses, a third ring bearing the numbers “78”, and a silver chain with a large silver cross approximately 2 inches in length. The featured reconstruction is an artist’s rendering of what the John Doe may have looked like. Anyone who may have information should contact the Anderson County Coroner, reference case number 17-73, or the Anderson County Sheriff’s Office, reference case number 09-22941.

I've only been around Seaside a couple of times, but I did want to mention that the water is quite cold (40-50 degrees?)

If he got swept into water hypothermia may have set in fast. Someone local to the area may have a better insight on how dangerous the waves can be though.
 
I grew up in Seaside, Oregon. And you are right. The water is cold. And the waves can catch you and pull you under. I’ve researched this case for years and still haven’t found much. Years ago the detective on it had me send him the information I had dug up on the case. He’s retired now. Detective Barnett. One local did faintly remember this disappearance and he told me the locals assumed he must have got caught in a riptide. It’s a very sad case.
