Another long shot, but since we do not know his exact movements I think anyone could be a victim who was even in remote proximity. The note left by her just chills me to the bone.

Just adding some info to this thread. In the National Sex Offender Registry, he is listed in Harrisburg, PA with the name Michael Lloyd Welch. His year of birth is listed as 1952 and he is registered in PA for a crime that was committed in South Carolina with a conviction date of 7/14/1994. His charge is Criminal Sexual Conduct with Minors.

I emailed a case to the Baltimore FBI contact even though I know it's a longshot. 14 yr old Colleen Simpson went missing from her home in Bedford, IA on Oct 5, 1975. (Some sites list her as missing from Clearfield, IA)

I know it doesn't correspond to the known area or dates he was in Iowa but I thought it couldn't hurt to turn it in just in case. I have no connection to Colleen or her family. Her case has always stuck with me because we're the same age.
 
MD - Nancy Lynn Jason, 18, Bethesda, 20 July 1977

Nancy was last seen when she picked up some medicine from her Bethesda, Maryland home on July 20, 1977. She was affiliated with the Divine Lights Mission, a religious group, and was planning to go to Florida for a meeting. She had packed clothes, money, and a camera for the trip, but everything was left behind when she disappeared. Nancy has been known to hitchhike, and may have still gone to Florida without her luggage.

Welch has a Florida address in Nov 77 which is interesting, too.

I am unable to find anything on a Lisa Marie Triggs...but have found some info on a Lisa Rene Triggs.

I found a clip from an article from the Washington Post, July 6, 1987. Unfortunately, I am not able to find it on the actual website for the post. It seems like the had a suspect, but didn't have enough evidence to make an arrest.

Triggs, a sophomore at Osbourn Park High School near Manassas, had been shopping at Center Plaza and persuaded her mother to allow her to walk home alone to meet friends there. She was last seen about 7:30 p.m. on May 21, 1986.

This is all that I was able to read on the site. I wonder how it went cold even though they had a POI. You'd think maybe if they went back and re-examined all the old evidence, that with today's new technology, they might be able to finally have enough evidence to make an arrest.

OT: I lived in Woodbridge for several years in the Mid 2000's and grew up in Alexandria and I am constantly amazed at all the murders that never got a lot of local media attention. I never heard about Lisa. I remember hearing about the Spotsy murders and that was even farther out. Hmm.

Also if anyone can ask what carnival was in town. My gut tells me Lisa is one of Welch 's victims.

Austin has two missing black women, missing 5 days apart in May 76. The timeline doesn't quite fit though.

Austin's homicide cold cases do not go back that far on their website. I doubt it's accurate to assume there weren't any and also that only covers Austin city limits.

The metro area covers five to ten counties, depending on the source. Six, according to Capital Area Metropolitan Planning Organization (CAMPO): Travis, Williamson, Burnet, Bastrop, Hays, and Caldwell counties.

And then looking at the Fort Worth Three, the entire I-35 corridor may should be considered.

I wasn't sure whether to suggest these two women, but his time in Texas appears to be very early and very brief. So here they are anyway.
