Father charged as police search for two girls kidnapped at gunpoint

Vicosa, who worked for the Baltimore County Police Department for nearly 20 years, violently attacked his estranged wife over the weekend and took the couple's young daughters. Giana Vicosa is 7 years old and Aaminah is 6 years old.

York Area Regional Police have filed charges against Vicosa, who is considered dangerous.

The search continues for them today.

Vicosa, 41, of Windsor Township, has been charged with kidnap to facilitate a felony, simple assault, and robbery-threat immediate serious injury. Those charges stem from an incident that happened Huson Road Tuesday morning.

A woman contacted police via Facebook Messenger, saying she was being held by a man with a gun, who had also taken her phone.

"She came out of her house to take her daily walk and noticed a car in what she calls the canal next to her house," Berger said. "She heard a voice to her right and as she turned she saw a man come out of her camper in a towel and put a gun in her face."

The man took her cell phone and forced her inside the house. She said the man had two young girls with him. She offered her car, a 2014 Volkswagen Jetta, and blankets to the man.

Vicosa forced the woman to give him the keys to her 2014 Volkswagen Jetta, her cell phone, clothing and house phone. He held the woman captive for several hours while he made phone calls, police said.

Vicosa had two children with him. He told the victim that he was a former police officer and his wife was trying to take his children from him, police said.

He then fled in the victim's car, taking his daughters with him.

This happened between 9 and 11:45 a.m. Tuesday, the affidavit states.

Through an investigation, police identified the man as Robert Vicosa, a former Baltimore County police officer.

Ex-Baltimore County Cop Accused Of Kidnapping Daughters Could Be With BCPD Sergeant

Robert Vicosa, an ex-Baltimore County officer accused of abducting his two daughters from a Pennsylvania home, may possibly be traveling with a current Baltimore County officer, York Area Regional Police said Wednesday.

Baltimore County Police Sgt. Tia Bynum, a close friend and former coworker of Vicosa’s who is connected to the case, disappeared Tuesday, police said.

Police said Vicosa’s estranged wife reported a violent assault Sunday at the family home in Windsor Township. The woman was reportedly at the home for more than a day, and she said there was multiple guns and drugs involved.

When police got a warrant to search the home Monday morning, they found the house in disarray and vacant, except for a malnourished dog. Police said the children and their father were gone, along with a black Acura that belonged to a relative of Sgt. Bynum.

Police said they tracked Vicosa’s phone to Bynum’s home on Monday. Police spoke with Bynum, who was described as “less than forthcoming” and did not consent to a search of the residence.

On Tuesday, a woman reported she was held hostage at gunpoint and carjacked in the Red Lion Borough of Windsor Township. Police found the black Acura partially submerged in a creek nearby.

Police said Vicosa and the children left the scene in the woman’s silver Volkswagen Jetta, and he had stolen the woman’s phone. The three had reportedly stayed the night in a trailer on her property.

Police tracked the stolen phone to the area of East Lancaster Street, where they found the Volkswagen abandoned. Police searched the area but found no sign of Vicosa and the children.

Later on Tuesday, police pinged Vicose’s phone again. It was tracked for the second time to Bynum’s home. Armed with a warrant, police searched the home but found it was empty. Bynum and her car were gone, too.

Pennsylvania State Police said they are searching for Bynum’s car, a 2013 Lexus GS 350 with PA license plate number: KPK2076.

Police said they don’t know definitively whether Vicosa and the children are in that car or definitively whether they are with Bynum, but they can say Bynum is not in her home.

Why did they say "the woman was there for more than a day". It makes me think the father lived there and the mother was visiting or turned up to pick up the girls. It says it was the family home but who was the parent that lived there. If it was the father it would explain the drugs, guns and dog. If it was the mother then more questions need to be answered but only after the girls are found. Where was the last sighting? Who could be helping them, family or friends? What area were they headed to. I hope they are found quickly and safely.
 

Article from a few days ago says she is suspended & stripped of police powers. I’m guessing there are union steps that prevent her from going to flat-out not employed, so you and I are technically saying the same thing. JMO.

This man is nuts and I am worried for the girls! Ex-cop, fired for multiple insubordination/administrative issues...

-So he lured the ex (girls mother) to his house for a birthday celebration, assaulted and held her captive over the weekend, she somehow gets to Target, where she leaves car and gets ride to police station. Meanwhile he disappears with the girls.

-Then he ditches his car in the water near Husson Road, stays in a random woman's camper overnight and then forces this random woman at gunpoint back into her house and takes her car which he ditches in the water in Red Lion.

-Now today he has kidnapped someone else in Maryland, taken her car and this Tia chick and the girls are with him.

You can't make this stuff up.

Ex-cop accused of kidnapping daughters was convicted of harassing female officers, defying orders, sleeping on duty
He was accused of “viewing inappropriate videos in their presence, making inappropriate remarks of a sexual nature and leering,” the filings state.

For that conviction, Vicosa was punished with a two-rank demotion – he was busted to the rank of officer – and the loss of 45 days of leave.

Vicosa’s other two internal misconduct convictions occurred this year.

In March, he was reported for twice sleeping while on duty. He also was accused of insubordination and refusing to undergo training, the documents show.
