That’s how much each of Patricia Fowler’s twins cost.
At least, that’s what she told Penn Hills police when they inquired about the children’s whereabouts for the past 10 years — that she had sold the pair of fraternal twins to a woman named Barbara. But then, she said that wasn’t true.
It’s one of many statements she offered to police before almost immediately retracting them.

In a video posted above, she said she had 6 kids at the time she gave the twins away.... ok...police recently removed 4 kids, but obviously not the son that was with her in that video...so how many kids has she had?? And are there any more missing?? This chit don't add up!

The mother has been ordered to undergo a mental health evaluation.

A district judge postponed Monday's preliminary hearing for Patricia Fowler on charges she endangered the children and obstructed efforts to find them. The judge rescheduled the hearing for Sept. 12 and said the evaluation must be done before then.

Mr. Lowery’s nonprofit group is assisting law enforcement in the search for the Fowler twins — Ivon and Inisha — who would be 17 today. They were last reported seen 13 or 14 years ago, and all police have to go on are shifting accounts from their mother, Patricia Fowler; alleged lies from their older brother, Datwon Fowler; and a single photograph of the twins as infants.

Relatives of long missing twin beginning to fear the worst:

Ms. Miller said she tried to visit her grandchildren over the years and was often stymied. Sometimes, she said, Ms. Fowler switched her phone number. Other times, Ms. Fowler moved. Ms. Miller said she showed up sometimes with presents and was told that the children couldn’t come out.

“She was a good mother,” Ms. Miller said of Ms. Fowler. “She was an isolator. She kept the kids in close quarters. She didn’t want to bring them or let them come out or anything.”

Ms. Miller said she last saw Ivon when he was about 2 years old, shortly after he was severely burned. “He came home with the bandages on, and I think two or three days later, my son got arrested ... and when he came back six months later, he asked where Ivon was. She said the aunt down South had him,” Ms. Miller said.

Police have said Ivon was burned in the early 2000s, when one of his siblings turned on a shower, and hot water scalded him, likely leaving scars along his face, arms and hands. Lt. Tom Ianachione of the Allegheny County Police said officers from his department and Children, Youth and Families investigated and ruled the burns “accidental.” It’s unclear when CYF ended its involvement with the twins. “That’s the whole thing we’re looking at now,” Lt. Ianachione said.

Ms. Miller said she last saw Inisha when the girl was about 6 years old, around the time her father, Datwon Lyons, went to prison in a murder case. Over the years, Ms. Miller said, her son had communicated with Ms. Fowler via letters. When he was paroled months ago, his mother said that Ms. Fowler “claimed you can’t come home, you can’t talk to the kids, or they’re asleep.”

PITTSBURGH — The mother and brother of Pennsylvania twins who've been missing for more than 10 years must stand trial on charges they've concealed the twins as police for the first time have acknowledged they believe the twins are dead.

Patricia Fowler was ordered to stand trial after a preliminary hearing on Monday. Datwon (DAY'-twahn) Fowler waived his hearing.

Penn Hills and North Braddock police units were on the scene at the corner of Reeves Way and Hanna Street from 3 p.m. through 11:30 p.m.

Allegheny County Police Assistant Superintendent Morton confirms this search is connected to the disappearance of twins from Penn Hills who were last seen over a decade ago.
"Last night, units from the Allegheny County Police Department and other law enforcement entities were at a home on Reeves Street in North Braddock in connection with the Fowler case. Their search found nothing," Morton sent in an email.

Mother of missing twins appears for arraignment hearing

"Patricia Fowler, the mother of missing twins who disappeared more than a decade ago, faced a preliminary arraignment this morning on theft charges related to receiving public assistance on behalf of the children for years though they were not in her custody.

After the arraignment, Ms. Fowler, 47, was remanded to Allegheny County Jail, unable to post $10,000 bond in this most recent case.

She had been charged in August with several felony counts, including concealing the whereabouts of her twins, Ivon and Inisha, but had been free on $500 cash bond until she failed to appear for a court proceeding Thursday. At that point, her original bond — 10 percent of $5,000 — was revoked and a county fugitive task force began an intensive hunt that ended when she was found holed up in a North Braddock home at about 12:30 p.m. Saturday...

The last reliable sighting of the twins was when they were preschool-aged...

A multi-agency task force still is searching for the twins. Members are from the Allegheny County Police, Allegheny County District Attorney's Office, the Federal Bureau of Investigation, Penn Hills Police, and the U.S. Center for Missing and Exploited Children. As recently as Dec. 29, 2016, cadaver dogs searched the backyard of one of Ms. Fowler's former residences in North Braddock."
