It is almost 1:30am in Kyiv. Here’s where we stand now:
  • Russian forces shot and killed 10 people standing for bread in the northern Ukrainian city of Chernihiv, the US embassy in Kyiv said. Ukrainian officials said the attack took place at 10am local time (8am GMT). Russia’s defence ministry denied the report, claiming no Russian soldiers were in Chernihiv.
  • Russian forces bombed a theatre and pool where civilians were sheltering in the encircled Ukrainian port city of Mariupol, the city council said. Mariupol council posted an image of the city’s theatre showing it sustained heavy damage in today’s attack and said casualty numbers were being confirmed. Pavlo Kyrylenko, head of Donetsk regional administration, said that pregnant women and children were sheltering at the pool, calling the attack “pure terrorism”.
  • The bodies of five people, including three children, were recovered today during searches of residential buildings damaged by shelling in the northern Ukrainian city of Chernihiv, Ukraine’s emergencies service said. The bodies were found in the ruins of a dormitory building, it said in an online statement.
  • The UN’s international court of justice (ICJ) has ordered Russia to stop its invasion, saying it had not seen any evidence to support the Kremlin’s justification for the war. Only the Russian and Chinese judges on the court voted against the order.
  • A report by the Financial Times about a proposed 15-point peace plan between Moscow and Kyiv shows only “the requesting position of the Russian side”, Ukrainian negotiator Mykhailo Podolyak said. The FT had reported a “tentative” peace plan that included a ceasefire and Russian withdrawal if Kyiv declares neutrality and accepts limits on its armed forces.
  • The Kremlin’s spokesperson Dmitry Peskov said Ukraine becoming a neutral state with a status comparable to Austria and Sweden was being discussed at talks with Kyiv and would be a “compromise”. “This is an option that is being discussed now and that can be considered as a compromise,” Peskov told journalists today.
  • Russia’s foreign minister, Sergei Lavrov, and the Ukrainian president, Volodymyr Zelenskiy, suggested talks were making progress despite continued bloodshed and fears from some EU leaders that the Kremlin was toying with Kyiv. “The negotiations are not easy for obvious reasons,” Lavrov told RBC News. “But nevertheless, there is some hope of reaching a compromise.
  • The US president, Joe Biden, announced an extra $800m pledged in security assistance from the US to Ukraine, to buy more weapons and military equipment, as part of a much larger package of aid. Ukrainian President Volodymyr Zelenskiy called on the US Congress to provide more weapons to help his country fight off Russian airstrikes and for further sanctions against Russia, including the withdrawal of all US businesses. Biden also referred to Putin as a “war criminal”.
  • The Russian president, Vladimir Putin, said the west “would not succeed” in what he called its attempt to achieve global dominance and dismember Russia. In a televised speech to government ministers, Putin went further than before in acknowledging the pain that western sanctions were inflicting on the Russian economy, but insisted the country could withstand the blow.
  • Russian forces have released the mayor of the Ukrainian city of Melitopol, an adviser to the Ukrainian president said. Ukraine’s state services for communications shared a video showing President Volodymyr Zelenskiy speaking with Ivan Fedorov following his release.
  • The prima ballerina Olga Smirnova, one of Russia’s biggest dance stars, has quit the Bolshoi Ballet company in Moscow after denouncing the Russian invasion of Ukraine. Earlier this month, Smirnova posted on Telegram saying that she was against the war “with all the fibres of my soul”.

Russian forces kill combat doctor with honorary title ‘mother heroine.’ Olga Semidyanova was a mother of 12 children, six of which were adopted. The medic had served in the military since 2014 and was killed on the border between Donetsk and Zaporizhzhia oblasts on March 3.

Russia shells public pool in Mariupol, children and pregnant women strapped under rubble. The attack hit the “Neptune” swimming pool, where civilians were sheltering, according to Donetsk Oblast Governor Pavlo Kyrylenko. The number of victims is unknown.

UK confirms delivery of anti-air missile systems to Ukraine. BBC reported that U.K Defense Minister Ben Wallace said that British Starstreak short-range man-portable air-defense systems are supplied to Ukraine. It’s not clear whether they have been delivered yet.

Slovakia may provide Ukraine with S-300 anti-aircraft systems. According to CNN, Slovakia has preliminarily agreed to supply Soviet S-300 systems if they are replaced with other systems immediately. The transfer isn’t yet assured.

Russian forces capture Ukrainian paramedic. Volunteer paramedic, Yulia Payevska has been captured along with her driver in Mariupol on March 16, according to another volunteer Nataly Voronkova. Payevska “has been saving the lives of civilians for eight years,” Voronkova said.

Canada bans Russia Today from Canadian airwaves. Canada’s telecoms regulator announced on March 16 it was removing RT and RT France from its list of non-Canadian programming services. Earlier, the EU, the U.K. halted the distribution of RT.

Ukraine’s old air defense proves unexpectedly effective in combat (kyivindependent.com)

In contrast to Kharkiv, Mariupol, or Chernihiv, which are vulnerable to airstrikes, Kyiv is still the best-protected, as most missiles targeting the city are successfully intercepted.

This comes in spite of the fact that Ukraine lacks tactical anti-missile defense systems of the Patriot or Aegis class, and isn’t expecting to get such assistance from the West any time soon.

Nonetheless, as experts say, despite Russia probably running out of high-precision missiles like the Kalibr or Iskander, the Kyiv air and missile defense should embrace itself for a tough test.

Should Russia launch a new full-fledged attempt to encircle and blockade Ukraine’s capital, it is expected to pummel the whole of its remaining missile and aviation power to crush its resistance.

Before the war, according to the Military Balance 2021 database by the International Institute for Strategic Studies, Ukraine had a total of 125 combat-capable aircraft.

That included 37 Mikoyan MiG-29 and 34 Sukhoi Su-27 jet fighters, as well as 14 Sukhoi Su-24M bombers and 31 Sukhoi Su-24 close air support aircraft.

Upon that, Ukraine’s fighter jet arsenal is considered obsolete, with the newest known MiG-29 aircraft having been produced 30 years ago.

Ukrainian pilots have enjoyed fewer operational hours and have little to no air combat experience compared to veterans of Russia’s campaign in Syria.

On March 11, CNN quoted the U.S. Department of Defense officials saying that the Ukrainian Air Force still had about 56 fighter aircraft available, or about 80% of its pre-invasion air fleet.

In many ways, according to the U.S. defense officials, this was thanks to how effectively Ukrainians have been using the air defense missile systems on the ground.

As of March 16, Ukraine’s military reported a total of 84 Russian airplanes and 108 helicopters downed since Feb. 24 by a combination of all means available. That includes nearly 45 helicopters destroyed on the ground at the Kherson airfield on March 7 and March 15.

On March 16 alone, according to Ukraine’s Air Force command, the military downed 10 Russian planes.

Japan’s military has said it spotted four large Russian amphibious warfare ships sailing close to its islands as they traveled west, possibly towards Europe, Reuters is reporting.

Pictures of the amphibious transports, typically used for landing expeditionary forces ashore, published by Japan’s defence ministry showed what appeared to be military trucks loaded onto the deck of one of the vessels.

"While Guardian's business in Russia is a very small part of Koch, we will not walk away from our employees there or hand over these manufacturing facilities to the Russian government so it can operate and benefit from them," Dave Robertson, president and COO of Koch Industries, said Wednesday in a statement posted by the company.

Calling Russia's attack on Ukraine "an affront to humanity" that "violates our company's values and principles," Robertson also said the company has provided financial assistance to workers and their families from Ukraine and other aid to those affected in neighboring countries."

It’s a miracle - civilians that were hiding in a basement at the Drama Theater in Mariupol survived the air strike.
Now they are getting evacuated from underneath the ruins.

130 survivors saved so far from ruins of Mariupol Drama Theater, which Russians hit with massive bomb on March 16. The theater was known to house hundreds of women and children. Its bomb shelter reportedly survived the attack. The rescue efforts continue.

Ukraine’s military intelligence: Syria to provide Russia with 40,000 mercenaries. Some 150 Syrians were transferred to Russia to take part in its war against Ukraine on March 15; up to 300 are ordered to be sent to Ukraine every day.

Ukraine is asking Japan for high-quality satellite imagery to help it fend off Russian troops, the Nikkei newspaper reported on Thursday.

Japanese governments and private companies operate satellites that have the ability to capture detailed images day and night, and through clouds and other obstructions in the atmosphere.

The Japanese government will carefully consider whether providing such data to Ukraine is politically acceptable or allowed under the current legal framework, the report said without citing sources.

The Kremlin claimed it was putting “colossal” energy into talks on a possible peace deal with Ukraine.

“Our delegation is putting in colossal effort and demonstrates more readiness towards them than the other side,” Kremlin spokesman Dmitry Peskov said.

“Agreeing such a document, the observance of all its parameters and their implementation could very quickly stop what is happening.”

Asked about a Financial Times report that Ukraine and Russia had made significant progress on a tentative peace plan, Peskov told Reuters: “It is not right - there are elements there that are right but on the whole it is incorrect.”

Ukraine’s defence minister, Oleksii Reznikov, has been speaking via video link to MEPs on the committee of foreign affairs and security and defence subcommittee and the issue of the peace negotiations with the Kremlin has been raised, Daniel Boffey reports.

Reznikov said lawyers were involved in drawing up joint documents but that any breakthrough would depend on Russia agreeing to a total ceasefire.

Arnold Schwarzenegger has pleaded for Vladimir Putin to “stop this war” and told Russian soldiers their lives are being “sacrificed for a senseless war condemned by the entire world”.

In a nine-minute video posted to his Twitter account, the actor and former California governor outlined his history with Russia and said the “strength and heart of the Russian people” has always inspired him.

Part of the video’s purpose was to try and make Russian soldiers more aware of the circumstances around the conflict, he said.

To the Russian soldiers listening to this broadcast, you already know much of the truth that I have been speaking. You have seen it with your own eyes.

Despite three weeks of Russian bombardment, Ukraine has kept up a stiff defense of its cities by using Turkish-made drones to carry out pop-up attacks on the invaders with a lethal effectiveness that has surprised Western military experts.

The Bayraktar TB2 unmanned aerial vehicles, which carry lightweight, laser-guided bombs, normally excel in low-tech conflicts, and Turkey has sold them to more than a dozen countries, including Azerbaijan, Libya, Morocco and Ethiopia.

The drones have carried out unexpectedly successful attacks in the early stages of Ukraine’s conflict with Moscow, before the Russians were able to set up their air defenses in the battlefield, said Jack Watling of the London-based Royal United Services Institute.
