I suspect that the alleged "CP" they've been finding isn't of the kiddie variety, but rather teen. There's an abundance of perfectly legal *advertiser censored* that, at first blush, might falsely appear to be CP when you include post-pubescent but underage teenagers in the CP category (as the law does). The models are simply young-looking, petite, shaved adults.
I would not even be surprised to find that well-framed images of BD might be questioned, and she is in her 30's.
It would take some heavy research to wade through a pile of that kind of thing and determine whether you are actually looking at something illegal. Some of it you would probably never be able to determine.
Because of the broad spectrum of potential CP by the legal definition, it's entirely possible that LE could ultimately have been mistaken about hundreds and even thousands of images that "appeared to be" CP. That might explain some of the discrepancies that seem to be arising.
Unfortunately, while kiddie images are much more shocking, the teen type of images, even if they are legal, bode much worse for Hailey.
