We had a similar situation a few years back where a guy that I knew (a twin!) named Jon Bowie was murdered, probably by county police, in what was deemed a suicide. He was found hanging from the baseball backstop at a nearby school, which was within walking distance from his house. Unfortunately, there was no logical way that he could have hung himself the way that he was found. Someone had to have put him there. Plus, he had told his family that in the next few days he was going to ask his girlfriend to marry him. Plus, there was the mystery phone call to his family the night he died. Add that to a couple of run-ins with the county police, and it just did not add up. The state police investigated, and then the FBI eventually got involved as it is part of the checks and balances of LE internal investigations, basically. It did not ever answer the question of his death, but it is still the chain of review.

Bluecat, you must be from MD! I remember Jon! Actually partied with him and his brother a few times, although I was from a rival high school! Can you guess what school?
My friends and I thought the same thing when we heard about Jon. Has anything else ever been found out.

That is where I would start. They need to reopen that case .

At 11:56pm Deputy Lloyd Sherman and another officer saw a car pulled off the highway roughly halfway between the Carroll and Burlison residences and stopped to investigate. In the car were Lay, Amacher and Carroll. Lay told the officers that the car had overheated but refused any offer of help.

So they were the last (4) people to see her alive? Not 2 (4).
That's where I would start. That is why I would push the fact that there was no rape kit. That will get the ball rolling.

I hope you get some answers Christys family- I can't imagine what you have gone through the last 10 years.

I don't get why these kids ( the three? young men) haven't been questioned- do they still live in the town?
They were the last people to see her alive and all they did was write out [conflicting] statements, that's crazy.

Q: Does DOJ investigate every complaint to see if there is a pattern or practice violation?

In our initial review of an allegation of police misconduct, we assess whether the allegation, if proven, would establish a violation of a federal law the Department has authority to enforce. We also assess whether the allegation potentially could constitute a pattern or practice violation.

We are aware that sporadic bad incidents or the actions of the occasional bad officer do not constitute a pattern or practice of misconduct. (Individual claims may be investigated to determine if there is a criminal civil rights violation by an individual officer or if there is prohibited discrimination by a recipient of federal financial assistance.)

With regard to allegations that could potentially constitute a pattern or practice, we look to a variety of sources to determine if there is any information that tends to support the allegations. At this stage of an inquiry, we often consult with any complainants or persons who have contacted us and with other Department of Justice components (including the United States Attorney and the FBI), review published reports about lawsuits or other actions involving the police agency, and consult with other persons who may have information about the complaint. This includes organizations and advocacy groups working on police and civil rights issues; attorneys and parties in civil litigation involving police departments; and prosecutors and criminal defense attorneys. If our initial review does not produce evidence tending to support the existence of a pattern or practice violation, we close the matter. In the last several years, the Department has conducted and closed this kind of initial inquiry in approximately 70 jurisdictions.

That has been the question in a lot of our minds here. This case really bothers me and I think about Christy a lot and the unfairness of it all. As I stated above, Christy's Grandmother has joined the site and she is waiting on authorization to post. Once she gets it, I'm sure she can tell us more. She emailed me today and let me know how all of the replies and care shown in this thread helped her tremendously, just knowing that people care.

what a terrible story... just the usual 'boy's club'. thank you for making us aware of this. good for her grandmother for not being quiet and shutting up about it. she's right, i am glad she kept the photos and i AM outraged. reminds me of an australian movie i saw many years ago called "shame". of course this kind of thing has been going on since the dawn of humanity... but what century are we in now? can we not do better than this? i wonder if her family ever filed a complaint with the US attorney's office like cabin fever suggested. just for once i would like to see a case like this get justice. maybe she can get her site linked to some other major unsolved crimes sites to attract more attention to the case...?

You're welcome! And you are right about the people here, that's why I wanted to post about Christy on this board. The sleuthers on here show how much they care and the suggestions on how to get help with this have been wonderful.

That Buford T. Justice Statement had been bothering me. He needs to be disiplined and it will be ELECTIONS soon.

Is it me or does that crime scene look similar to Martha Moxley?

Yes, the elections are coming up soon. The only problem here is that it's a small town and the good ole boys are always re-elected. We can't seem to get the younger people to have enough interest to want to vote and the older ones want security and they just vote as they always have because to them, it's safe, it won't change their lives. :( Christy deserves some justice and I just wish we could figure out a way to get it for her.
 
So one of these "men":mad: is in prison, and the other has a family? Do you know what the one in prison is there for? What a heartbreaking, frustrating case.
 
This is one of those stories that eat away at me . I think of her and how they thought she was less deseving of Justice and it brings a tear to my eye.
Then it makes me enraged.
You know , not just murderers are sick, some of these people handling her case could use a mental health check up.

Could you imagine the Victims Rights Actovist's face when he replied, She was nothing but a " ....." anyway?

She died of exposure............

I agree ihcf...this has haunted me since the day it happened. I can't get this out of my mind and I so wish they would finally do something about it. :(
 
My heart goes out to Christy's family because we have walked in this familys shoes. People sometimes just don't understand the pain of not knowing what happened to their loved one. Its been 16 years since that fateful night my brother left to go with friends/family/neighbors and never came home alive after that and these same friends/family/neighbors did not tell the truth and the local LE didn't care, No one made these people talk. The Justice System failed, My mother wasn't even allowed in the court room she was told to sit out in the hall-way

To Christy's family keep the faith and keep doing what you are doing. You did what you needed to do as with my family. We didn't want to go public with our evidence but had no choice.

Our loved ones cases are so much alike
