This guy is an idiot who left his shoes at the crime scene, committed a crime on a street with cameras everywhere, and drove around in a vehicle with his cell phone pinging towers. He wasn't mentally capable of "planning" this IMHO.
OK, but then why did he just happen to be hanging around her jogging route at 4:30 or so in the morning, among university buildings? Who does that? Who gets up when most people are asleep, drives to a university area, and just idles there?
 
I'm pointing out a possible pattern on the part of the perp. Forces one victim to take money from his account. Now he chooses this known heiress to victimize. He could have been planning to force her to take money from her account, too. Except he left her phone and her wallet at the scene of the crime, didn't he? After a struggle with her? Still, it could have been his original plan. It seems hard to believe it was just a coincidence that he chose an heiress to kidnap.
Here's a quote from the report posted earlier of CA's prior crime involving using the victim to withdraw $$ from an account via ATM:

For those of you who haven’t been on WS for a body recovery before, just know that sometimes, it can take hours. They process every minute detail of the scene before removing the victim, amd several different specialists often come in to do different parts of the process.




Yes I unfortunately believe she has been found. With the lack of urgency I think it’s confirmed our fears imo

Someone trolling for a victim. It's easier than a broad daylight kidnapping.
 
There could be a radio block out in force transmission cannot be heard and the unidentified flight operating is likely keeping the press from flying over the area . The MPD are keeping this real tight . IMO
MPD scanner has been offline on Broadcastify. Which tells me A LOT. Whoever the owner of the link is was either smart enough to take it offline when this went down or was requested to take it offline by PD.

He did his time but that doesn't mean he was rehabilitated. Obviously not.Violent offenders typically reoffend. Its a fact.
Definitely a fact. But it’s just something we see so (too) often— The repeat offenders. Often they escalate after being released and “doing their time”. Uh enough is enough. JMO

I don't think that this was planned. Or premeditated. It was pure chance. He saw her, had zero impulse control, and grabbed her.

This doesn't seem planned, or organized. JMO.
I'm reading the University's woman's cross country members had been harrassed lately by a dark SUV. Connected...who knows but it's possible he was stalking and skulking around that area Liza like to run.

We can be sure that if she was able to talk to him after he abducted her, she would have offered him all the money in the world if he let her live. He would have known who she was before he killed her - if she was able to communicate.

He's a cleaner. They usually work at night and finish early morning. He could have noticed the early morning runners on his way home?
