I need to hear more. With private adoptions, I know adoptive parents often pay for the birth mother's healthcare, education, and more while they're awaiting the bundle of joy.

But, birth mothers do occasionally back out, although I think there would be an incentive not to back out if the mother was incarcerated.
 
Wonder if it will become apparent when the incarcerated women became pregnant. Did all enter the jail as pregnant individuals? Also wonder if perhaps others within the corrections system might have additional ‘knowledge’? Details in the article cited above are a little scant IMO. (And not picking on you Clearsky!) MOO
