I mean, it's not that uncommon for a murderer to remove a head to try to foil identification, but heads dumped beside the road in bags or backpacks seem to be rather rare.

in the recon she looks light blond red , but she has sombre or ombre hair just slightly bleached at the ends from the hair sample so she would be way darker at the roots

April 24, 2018 Investigators probe possible link between severed heads found in Houston and Louisiana

Investigators are probing possible links between two macabre discoveries 150 miles apart, one on Lake Houston and the other on Calcasieu Lake in Louisiana, where the severed heads of two women were found in plastic bags near lakes and RV parks.

The unidentified victims, both white women with reddish hair and good teeth, are thought to be within the same age range and were found in similar surroundings about three weeks apart, investigators said.

Cameron Parish Sheriff’s Office investigator Jake McCain and HPD homicide investigator Michael Perez have acknowledged the similarities in the cases and victims, and agreed to keep each other updated on their respective findings.

Perez noted that dental records could potentially help identify the Lake Houston woman because she had “really good teeth,” a condition that likely ruled out drug abuse.

In the Cameron Parish case in Louisiana, a prison inmate doing clean-up labor found the severed head on March 1 in a small grocery bag in a grassy marsh next to Louisiana Highway 27, a couple of miles north of the Sabine National Wildlife Park headquarters. The site is about a mile south of a community of recreational vehicle parks in Hackberry, La., and less than a mile from Calcasieu Lake, whose tributaries appear to reach out to the marshes where the head was found.

Based on Louisiana state highway maintenance records, McCain said the last date the lawn was mowed in that spot was Nov. 30. Had the bag been there at the time, mowers would have probably noticed, he said.

Preliminary forensic analysis determined the victim in Cameron Parish to be white, between 25 and 40, with auburn or brown hair 10 to 12 inches long. The advanced stage of decomposition bars visually determining any facial features, according to the Cameron Parish Sheriff’s Office. She had no apparent trauma to her skull.

The condition of the teeth of the woman found in Cameron Parish was good, but were beginning to be affected from deterioration. McCain said X-rays determined the woman had undergone “obvious dental work” which included a couple of cavity fillings.

Police in Texas and Louisiana are investigating after severed heads belonging to two women with reddish hair were found in similar settings in each state last month.

On March 1, a woman's head was found near Calcasieu Lake in Louisiana. About three weeks later, on March 24, a woman's head was found near Lake Houston in Texas. The two lakes are about 150 miles from each other.

The women, who have not been identified, were both around the same age, had reddish hair, and good teeth.

Both of their severed heads were discovered in plastic bags, according to the Houston Chronicle.

Investigators in both cities told the Chronicle there are similarities in the cases and the police departments and have agreed to exchange information on their findings.

Officials in both states did not respond to requests for comment from BuzzFeed News, but a Houston police investigator told the Chronicle earlier this month that the case in Louisiana "sounds real similar," but added that he "can't say much without actually meeting with detectives and seeing their crime scene photos."

The Harris County medical examiner in Texas has not identified the remains of the woman, but released a profile indicating she was between young adulthood and middle age, white or Hispanic, with red-brown or auburn shoulder-length hair, according to the Chronicle. Her eyebrows and eyelashes appeared to have been tattooed, according to the medical examiner's profile.

Authorities in Texas are looking for a man in his 20s with short, dark brown hair and light skin who witnesses said they saw throwing a black bag off a bridge two weeks before the head was found, according to KHOU. He was reportedly seen exiting a green Chevrolet truck.

I think by tattooed eyebrows they mean microblading and some other styles derived from it. It is quite popular in last few years. Its around £100 up to £400 in UK (in dollars around 150 to 450) and tattoo last about 3 years.

If not above mentioned style then it would be just simple old fashioned thin line tattoo which seems like that might be the case from her sketch.

No idea what they mean by eyelashes tattooed though unless they mean she had permanent pencil like line tattooed above her eyelashes or around whole eye. Had friends who had it done like 20 years ago, not sure if that is too popular now.

I just had a friend from nursing school that had her eyeliner tattooed on within the last month. She actually had to go back a couple weeks later to have it touched up. I guess it’s something that’s still done.

I know a few people that still do the tattooed eyeliner. It has to be what they mean by lashes. I don't know how you would tattoo eyelashes on. But yes, microblading is extremely popular here as well. I think the eyebrow "line" tattoo is still done, more so within the Hispanic community. It would be helpful to know which kind they were implying.
