Santaria is major clue.

I am thinking she was a "Cuban-Haitian entrant" from the Mariel Boatlift in 1980.

I have searched and searched missing persons data. She met Railroad Killer at a homeless shelter. IF she came to the US in 1980, she may have been homeless or a refuge for a very long time, and never reported missing.

Eta: Eleggua or Saint Anthony is the first Orisha in Santeria.

Orishas

Thus the allure of San Antonio?
WIth Resendez who knows?

Santeria is not a San Antonio thing. Not at all.
I really don't think that's why she was in San Antonio or why she was at the SAMM Shelter.

However, she could have been from the boatlift, if what Resendez was saying is true.

Odds are she was likely lured to SA with a job promise or something.

Resendez could have simply made up the Santeria stuff.

Resendez also killed victims because he thought they were homosexual or anti-Christian. (Sounds like BS to me)
