If this is the guy, there are going to be some harsh questions around the fact this story got out before he could be captured IMO.

Some of the television stations are reporting that the perimeters of Fort Hood have been secured. I think that is highly unlikely. Fort Hood covers 158,706 acres.

"They got some kind of shooting incident going on. They haven't told us anything. It was on post and being handled by the military. Fort Hood has not asked for any assistance," said Lt. Donnie Adams with the Bell County Sheriff's Office.
Police in nearby Waco advised those on post to stay away from windows and to keep doors closed and locked.
"Injuries are being reported. Be AWARE!! If you are in the Ft. Hood Post area there is an on-going active shooter," the department tweeted.
All evening and night classes for the Central and Fort Hood campuses of Central Texas College (CTC) were canceled, according to the school's website. Personnel and students were told to evacuate CTC Central Campus."

Two casualties, meaning injurred.
One shooter 'neutralized.' ......... whatever that means!

One Death Confirmed In Fort Hood Shooting; Injuries Reported
FORT HOOD (April 2, 2014) At least one person is dead after a shooting late Wednesday afternoon on Fort Hood, a post spokesman confirmed.
Others were injured in the shooting, but the spokesman didnt say how many.
A source told News 10 that as many as 15 wounded victims were taken to hospitals and that some were being treated at Scott & White Hospital in Temple.
Another source, however, said two people were injured.
A Scott & White spokesman confirmed the hospital was receiving victims, but didnt know how many.
That source told News 10 there were two gunmen and that one was in custody, but there was no immediate confirmation.
