Seriously, glad that no one was shot.

Interesting that Richmond PD charging the 34 y/o ID'ed the man as a "family member."
Seems unlikely to be brother of a 3 y/o, but possible.
Did not say father or parent, did not say a member of, resident of, or visitor to the 3 y/o's household.

This man could also have been an uncle, cousin, in-law, etc.

And did you read the part of the Grand Jury report where when Ms. Zwerner went to tell the Asst. Principal that the child was being aggressive, the Asst. Principal NEVER LOOKED UP from her computer and didn't respond until the teacher left. What is up with that woman? Is she related to the child or something??

Also, that report is so well written -- kudos to whoever authored it. It reads like a thriller, but more terrifying because it really happened.

Parker was sick and tired of Abby complaining about the misbehaving 6 year old and likely did not really like her. Parker may have taken a special liking to this kid, he was one of her favorite students. So anything said against him wasn't appreciated. IMO only.
I can't believe that many people approached her, in one day, about the same thing, and not once did she think, hey I should look into this.

Yes, I definitely got that vibe as well (about her probably not liking Abby). And I also wondered if she was desperately trying to keep this kid off LE's radar for as long as possible. Which is a laudable goal, except this kid needed way more help than they could give him at that school and she did him a disservice by basically ensuring that he wouldn't get all the help he should have been given. MOO
 
Ebony Parker charged

Ebony Parker, the former Richneck assistant principal who was indicted by a special grand jury on eight counts of felony child abuse — one count for each of the eight bullets that were in the gun used — was in court Monday and will face a jury trial in Newport News Circuit Court on the charges Feb. 19-20, 2025.

The special grand jury report said that Parker, “being responsible for the care of the student at the school, committed a willful act or omission in the care of said students in violation of Virginia Code: 18.2-371.1(B).”

"B. Mini-Referral System" at p. 14 describes Richneck Elem. 2022-2023 procedures for reporting "student behavioral incidents" per Principal Foster. Some faculty described differently.
Basically takes 8 "behavioral incidents" (altho some may be minor) before info re student does into school's "Synergy" database.

Sequence.
"Acts up or misbehaves," teacher "warning."
Act up again, then teacher re-warns.
Next time, teacher writes "think sheet."
After 3 "think sheets," teacher writes "mini-referral" which goes to admin'tn.
After 3 mini-referrals, info goes into Synergy.

Per Dr. Parrott, a first "major" incident could be input into Synergy without mini-referrals.

Idea was to keep "minor" incidents off the student record.
Or was idea to discourage teachers from making & transmitting "behavior incidents" records?
Because they knew nothing would be done until
EIGHT "behavior incidents"??? IDK

If teachers write to report these incidents,
do teachers have TIME TO TEACH??? I wonder.

What a horrifying report! My husband taught elementary school for 30 years, so I’ve known many school administrators. I cannot imagine any of them behaving as Ebony Parker did. What on earth is wrong with her?! Her job is to protect students and teachers. It’s as if she wanted something awful to happen.

Someone earlier wondered if she was related to or distantly connected somehow with this boy. I wonder the same thing. This is not normal behavior. Normal educator behavior is what my husband always said…he would give his life for his students.

The fact that they allowed him to enter 1st grade with no proof of completing kindergarten and allowed the child’s parents to serve as aides in the classroom ( one with a drug history, one with a criminal record) is bizarre. Not sure what was going on there.

Just reread my own post and maybe I shouldn’t have said the shooter’s parents were aides— they didn’t have paid positions but were there to help keep the child under control.

However, no background checks were completed and other parents had absolutely no idea of their criminal and drug histories.
 
That a school administrator would set up this kind of system is bizarre. It defies every protocol and policy there is around schools and the care of minors.

We all suspected most of what transpired it in this report. I do hope Ebony Parker gets a long sentence.

But what upset me the most reading this report was the way the other children and their parents were treated after the shooting. None of them were contacted by the school till hours after the shooting, the clearly traumatized children were denied school transfers and the parents are left to deal with their children's trauma all alone with no help, be it financial or otherwise. I do hope they get together and sue the pants off the school district to get compensation.

Moo.. from reading the Grand jury report

EParker was on a power trip, calling the shots to upper administration, including the Principal. The Principal is ultimately responsible for overseeing EParker, as a school employee. The principal failed to correct the blatant failure of EParker to follow NNSB policies and procedures.

The fact, School Board administrator personnel, obtained an altered the child's School record, denying ..
with a claim of amnesia.

This whole thing stinks from top to bottom. Everyone violated policies, failed to protect students, did not provide in the best interest of the entire student body, singled out this child, for unknown reasons, causing severe injury to AZ and mental anguish and fear and the student body and School employees.

I find it appalling, the district attorney, had to be forced to investigate, and only place charges after the governor, demanded the state looking to charges. He allowed time limits to expire on many possible charges.

The school board has done everything in their power, pulled every string possible, to avoid releasing information, and continues to cover up the severe inadequacies of the school board, and the administrative staff.

It's more disturbing, so few citizens showed up for the meetings with the school board to discuss this issues.

I admire, the Newport News Chief of Police for his diligence, without community support, to pursue this case. Without the chief of police, this entire case would have been swept under the rug.

All of the above is my opinion only and reflects my disappointment that Virginia has a city school system and district attorney that will continue to operate and appears to be acceptable by the citizens of that community.
