I just tried searching for her on the Virginia State Police Cold Case Database.. Is it just user error, or is her case not actually in the database??

Most VA cases are not in that database. It is just selected cases that some "reporting agencies" have contributed.

I wonder if Caleb Hughes might have abducted Rosie. He abducted Melissa Brannen, age 5, in December 1989 in nearby Lorton, VA. Melissa's body has never been found, and Hughes was released from prison a few years ago after serving a sentence for abducting her.

I see. Now that I am reading a bit closer, it does say on the homepage
"If you are aware of a cold case that is not currently present on the website, please contact the investigating agency. Unsolved cases are submitted to the Cold Case Database on a voluntary basis."

I suppose I shall submit it! I feel like that is a very odd system. A central database that is incomplete is strange to me, but what do I know?

I certainly wouldn't count him out. Timeline matches up, and since Melissa Brannen's body has sadly never been found, there's no way to know how the MO compares...
