I found a match that I think it somewhat of a stretch, but here goes.

My rationale for this match is this...he went missing back in 1995, but it sounds like he may have left his current life for another one. He is a former Marine and his profile indicates that he had a Bulldog tattoo somewhere on his body. His is said to have a "Casper" tattoo, but the way I get around this is that Casper is his last name, and if he was trying to leave his previous life, he may have had one of the other tattoos placed over it. From the research I've done, it looks like the Casper tattoo may have been on his left forearm.
They have many facial similarities, including the nose and ears.
Rex is said to have had problems with alcohol, so that would explain an Anheuser Busch tattoo.
I realize that he went missing in 1995, but I think he may have started a new life. 13 years is a lot of time....so he could have gotten additional tattoos and lost his hair.
If Rex is the UID, the "Kelsey" tattoo does not refer to his ex wife or children because that is not their name. But, it may refer to a lady he met later or a child he had later.
Obviously, the Virginia connection is a big deal.
There is a height discrepancy that I have no explaination for, other then an incorrect measurement on the part of the ME.
Like I said...it's a stretch, but I couldn't resist due to the bulldog tattoo and connection to Virginia.
