I believe tge tatto was an after thought. Maybe thr killer didnt see it at first. But he/she did go through great lengths to hide her identity. The key is who reported her missing? If she was picked up on the streets someone must have saw her or maybe she was standing with other people. Someone who can recall some type of vehicle or something the police can go by. The biggest clue us who saw her last and was anyone present when she met her last customer?

Also she did not go missing in New York she was reported missing in DC when she left the hotel with my dog to get milk and never came back I called the police

The issue with that, i believe would be, he had to cut up his victims and then suddenly stop without moving your burial ground. Jmo.Agree. A considerable amount of time passed between Jessica's disappearance and the girls found in burlap. If it was a single SK, he could have refined his methods. He may have had a close call that caused him to back off for a while and plan a different strategy. During this period of time, craigslist became highly popular and throw away phone became more readily available, opening up less risky options. He may have also gotten a promotion or raise which gave him access to higher priced escorts. I realize he didn't pay the girls he killed, but he probably needed to have the $$ in case something went wrong.
K. White was told Jessica was found in burlap. That proves the one killer theory.I have always believed she was the proof of two killer theory. She was found in two different locations. I don't think it's insane to think to serial killers found this to be a good dumping site. I'm sure there isn't very many around gilgo that are better.

He was given the information in 2003. He did not speak to Det's when the second set of remains was found. There is'nt anything to gain by making it up. Go with the information thats provided. Again, I'm not dismissing it because it doesn't fit my narrative, I'm dismissing it because a man who literally sold the victims body said it. He's simply not creditable, maybe he thinks if they don't think she's connected to the other girls they might think it was him.He was given the information in 2003.
