Possibly silly, definitely naive question: If Mr Anderson is buried, who buried him? Does Spokane do this without NOK?
 
yes, they bury their unclaimed in spokane. If family is found, they allow the family to decide what they want to do. Some have decided to exhume and rebury. Others decide to leave unclaimed where they are buried. In Spokane, they primarily want to know the family has been notified. The records are not always the best there.

In other jurisdictions, the ME's office cremates the unclaimed and family, if found, can claim the cremains.

What happens when family is found varies from jurisdiction to jurisdiction.

Judging by the Michigan issue of the SSN, I found a 1940 census, but no mention of a middle initial.
